- THIS IS A SOURCES SOUGHT issued for informational and planning purposes only by the Department of Energy (DOE), National Energy Technology Laboratory (NETL). This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In accordance with FAR 15.201(e), responses to the Sources Sought are not offers and cannot be accepted by the Government to form a binding contract. The Government is not at this time seeking proposals. Respondents are advised the Government will not pay any cost incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the interested party s expense. Not responding to this Sources Sought does not preclude participation in any future RFP. The information provided in this Sources Sought is subject to change and is considered non-binding. All submissions become the property of the Government and will not be returned. The NETL is conducting market research to determine the availability and technical capabilities of qualified businesses that can perform Critical Minerals Market Study. A DRAFT Statement of Work is attached for review and is broken into two distinct sections (Part A and Part B). NETL is seeking sources for either Part A or Part B or if a firm is capable of performing both Parts A and B. In response to this notice, NETL is requesting that interested parties provide the following information: 1.The name and location of your company, contact information, DUNS number and information pertaining to any socio-economic status your company may hold such as: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; 6) veteran-owned small business; 7) service-disabled veteran-owned small business; or 8) other than small business; 2.Whether your company has a current vehicle (i.e. GSA schedule, GWAC) and the vehicle number that may be used to obtain the services you described in response to the system described above; 3.Whether your firm is responding to Part A, Part B, or capable of performing both Parts A and B; 4.Capability statement demonstrating your firms experience and ability to provide the requirements listed (as identified in bullet 3, your response should be tailored to either Part A, Part B, or both Parts A and B); 5.An estimated price range of the described scope. For example, between $100,000 - $500,000; $501,001 - $1,000,000; $1,000,001 - $2,000,000; $2,000,001 - $3,500,000; $3,500,001 - $5,000,000; $5,000,001 & Beyond. Responses are due no later than 2:00 pm ET on Friday, November 15, 2019.
