Description
Baltics Industry Day Survey Form PURPOSE: By the way of this Market Survey/Sources Sought Notice, the USACE-Europe District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for upcoming procurements; therefore, this Notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice. INTENT: The U.S. Army Corps of Engineers (USACE), Europe District intends to pursue award of a one, two or three separate Multiple Award Task Order Contract (MATOC) for Design-Build and Design Bid-Build Construction Projects in the Baltics: Estonia, Latvia and Lithuania. The purpose of these acquisitions is to provide a contract vehicle through which task orders would be issued for the construction of real property repair and maintenance, environmental work, force protection work, and construction services including, but not limited to, road and pavement repair, and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. The term of the resultant contracts will be limited to a base period of one (1) year and four option periods of one year each. The contemplated contracts' shared capacity will not exceed $49,950,000.00 for the base and all option years. Project Task Orders could range from $50,000 to $15,000,000. The acquisition strategy for each contract is anticipated to be competitive negotiation using the tradeoff process, resulting in a FFP contract award to up to five offerors who demonstrate the best value to the Government, considering all non-price (technical) and price factors. Award may made to more than five offerors if it is determined to be in the best interest by the Contracting Officer. REQUESTED RESPONSE: Interested firms are requested to submit the attached questionnaire via email to robin.g.prince@usace.army.mil no later than 30 October 2019.
