- Proposed Vendor: Agilent Technologies Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES: This is a Notice of Intent to Award a Sole Source purchase order under Federal Acquisition Regulation Part 13.106- 1(b). The U.S. Environmental Protection Agency (EPA), Headquarters Acquisition Division (HQAD) Washington, D.C. intends to award a Sole Source purchase order to Agilent Technologies, on behalf of The National Enforcement Investigations Center (NEIC). The equipment maintenance agreement, Agilent Technologies, is the only qualified entity to provide service and support for this maintenance. The equipment maintenance agreement (EMA) for the Agilent This purchase is for the renewal of an existing service agreement for an Agilent Technologies 6550A liquid chromatograph quadrupole lime of flight mass spectrometer (LC/QTOF) system. The LC/QTOF is used in identifying and quantifying target analytes in support of the NEIC civil and criminal enforcement programs, and as such, any analytical data generated from this instrument may be subject to litigation. This service agreement ensures the LC/QTOF is functioning properly and provides reliable data. Because of its mission, data reliability is vital to NEIC's enforcement programs. The Agilent Technologies 6550A LC/QTOF operated by MassHunter software that provides capabilities not available in equipment from other manufacturers, as the MassHunter software is propriety intellectual property or Agilent Technologies. The iFunnel technology is proprietorially unique to Agilent Technologies and enhances data reliability by focusing more of the target analytes to the LC/QTOF detection system. Notwithstanding, any firm who believes it is capable of meeting EPA ¿s requirement as stated herein may submit a capability statement, by October 25, 2019 at 12pm.
