- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's intent to contract via single-source procedures. The FAA intends to award a single-source, follow-on contract to Frequentis, USA, Inc. (FUSA) (Duns No.: 080706851) to provide maintenance and sustainment support services for the previously purchased and deployed Conference Control System (CCS) located at the Air Traffic Control System Command Center (ATCSCC) located in Warrenton, VA (CCS-W). The anticipated award will occur in March 2020. The FAA seeks industry comments to our intent to award the single-source, follow-on contract. The anticipated contract will be a 4 year (2 year base with 2 option years) single source sustainment contract to Frequentis USA, the incumbent contractor under FAA contract # DTFAWA-09-C-00092. The anticipated period of performance is March 2020 through February 2024. The FAA ATCSCC is responsible for monitoring the overall traffic demand on the National Airspace System (NAS) and for assessing the capabilities of the NAS to meet those demands. Demands on the NAS include the flow of air traffic, including air and ground delays. The FAA Administrator has designated the ATCSCC as the lead in resolving flight delay problems. The CCS-W was procured specifically for the ATCSCC, Warrenton, VA. The CCS-W, awarded to FUSA on September 10, 2009 under FAA contract DTFAWA-09-C-00092, is a high-capacity telecommunications conferencing system. FAA specialists at the ATCSCC use the CCS to coordinate with national and international aviation and weather organizations to establish and maintain telecommunications conferences to expedite the flow of air traffic and enhance the safety and integrity of the NAS. The current contract duration is 10 years, consisting of a 24-month Base Period followed by four (4) 24-month Option Periods; the contract expires in March 2020. The subject single-source, follow-on contract will provide supplies and services to maintain and sustain the FUSA manufactured CCS-W, which was produced and installed in September 2010 and became operational in March 2011. The work includes: Program Management, Configuration Management; Technical Support Services providing engineering support to resolve technical issues while maintaining the approved operational configuration baseline; Contractor site Test Bed maintenance; Contractor Depot Logistics Support (CDLS); Integrated Logistics Support including supply and Diminishing Manufacturing Sources and Material Shortages (DMSMS) support; failure summary analysis; restoration of hardware and software to serviceable condition; and operator, supervisor / administrator and maintenance training. The FAA has begun its preparations for a competitive procurement, anticipated for the 2023-2025 timeframe, for the CCS; specifically a system capable of coordinating between national and international aviation and weather organizations to establish and maintain telecommunications conferences to expedite the flow of air traffic and enhance the safety and integrity of the NAS. In the interim, the CCS-W needs to continue 24x7 operations to balance air traffic demand with system capacity to minimize delays and congestion while maximizing the overall use of the NAS. FUSA USA is the only one manufacturer who possesses the technical data and engineering expertise to maintain and sustain the Frequentis VCS3020X platform communication system architecture, equipment, and software. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
