- STATION EATONS NECK DREDGING FY2020 SOURCES SOUGHT # 70Z0G1-20-S-DREDGEEATONSNECK DREDGE ENTRANCE CHANNEL (FY20) USCG STATION EATONS NECK, NORTHPORT, NY SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 237990, with a small business size standard of $27.5 Million. The estimated value of the procurement is between $300,000 and $500,000. Performance and/or Payment bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform the following work: Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to perform maintenance dredging (by mechanical means) of the entrance channel into the mooring basin of CG Station Eaton's Neck. It also includes all efforts required for placing the material along a nearby shoreline and incidental related work. The total estimated amount of material to be removed from the channel is 6,000 cubic yards of sand, gravel, and cobbles. Dredging work is restricted to mechanical methods. Due to the scheduling restrictions in the NY DEC dredging permit, all dredging work shall be completed no later than March 24th 2020. All work shall be accomplished in accordance with the project specifications, Department of Army Permit (NAN-2016-00301), New York DEC Permit (1-4726-00545/00022). The dredge spoils shall be disposed at the U.S. Coast Guard Beach Site per the USACE and NY DEC permits. In the event that a post-dredge survey indicates that the specified dredge limits have not been met after March 24th 2020, the Contractor shall use the time remaining in the month of March to correct the deficiencies. No work is permitted after March 31st 2020 due to permitting and environmental restrictions. All work shall be accomplished in accordance with the project specifications (PSN 6642210), Department of Army Permit (NAN-2016-00301), New York DEC Permit (1-4726-00545/00022), and applicable wage rates. Your response MUST include the following: (a) a positive statement of your intent to submit a proposal for this solicitation as prime contractor; (b) evidence of bonding capacity; (c) a statement identifying your certified small business designation (if any); and, (d) evidence of prior successful dredging experience in the Long Island Sound area -- to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Your response is required no later than 28 October 2019. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
