Description
The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The NIH is seeking a qualified and experienced contractor(s) capable of providing Medical and Pathological Waste (MPW) boxes with the specifications listed in the Statement of Work and required for patient safety Project Title: NIH Clinical Center Medical Pathological Waste (MPW) Boxes Dratft Statement of Work is provided herein. Department: National Institutes of Health Clinical Center (NIH CC)/ Materials Management & Environmental Services (MMESD) COR: To Be Determined Period of Performance: Approximately 1/1/2020 - 12/31/2021 - Twelve month base period with Four (4) twelve month option periods. If all Options are exercised, the entire Period of Performance will run from January 1, 2020 through December 31, 2024. Background The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. The Mark O. Hatfield Clinical Research Center (CRC) is the onsite hospital for the NIH campus. The Materials Management and Environment Services Department (MMESD) is responsible for the acquisition of supplies, inventory management, storage and distribution of materials for the hospital. In addition, the department ensures efficient housekeeping operations and compliance with appropriate infection prevention, safety, OSHA, Joint Commission and regulatory standards. This includes cleaning of the NIH Clinical Center patient rooms, offices, ancillary departments, outpatient areas, public areas (including cafeterias), laboratories in the CRC, and the Family Lodge, and the provision of laundry services. Statement of Objective The NIH Clinical Center has a requirement for Medical Pathological Waste (MPW) boxes. The current annual requirement is 62,400 boxes. Over the next 5 years the NIH Clinical Center is expanding its GMP facilities so the contract will be vetted with the option to increase usage up to 20% per year. The minimum baseline will be the current usage of 62,400 boxes. Statement of Work The MPW boxes will be used to collect and discard waste from the NIH Clinical Center. NIH Waste Disposal Guide describes MPW as liquid or solid waste with actual or perceived presence of pathogenic agents which may consist of medical biological waste. MPW BOX SPECIFICATION: Each package shall consist of: 5 Boxes 10 Black Plastic Bags 10 Plastic Cable Ties 1. Markings shall have the following characteristics: a. Markings, letters, numbers and symbols, shall be orange. b. Ink shall be Sun Chemical Corp Number GCMI 81. c. Boxes shall be specifically marked as follows, in addition to the requirements of the Federal Specifications: 1. Shall provide arrows indicating "Burn Box Up". 2. "Incinerate Only" on all four (4) sides of the box 3. The biohazard symbol and "Biohazard" identification on all four (4) sides of the box. 4. "Special Medical Waste" on all four (4) sides of the box to comply with COMAR Title 26. 5. "Regulated Medical Waste, n.o.s., UN3291" on all four (4) sides of the box to comply with US DOT shipping requirements. 6. All markings shall be orange and placed directly on the exterior surface of the box. 7. Markings shall be the approximate size indicated on illustrations. 8. Markings shall not be camouflaged by the manufacturer's name, address, product information, etc. d. Markings of packaging for transportation shall be in accordance with code of federal regulations (CFR) Title 49, Transportation, Part 178.503 2. Boxes shall be of the following specifications: a. Size (inside dimensions) shall be 18 inches (45.72cm) X 14 inches (35.56cm) X 18 inches (45.72cm). b. Color shall be oyster white c. Certified to meet the following parameters: 1. Minimum Edge Crush Test (ECT) value of 44. 2. Size limit of 85 inches (215.90cm) 3. Gross weight limit of 80 lbs (36.29kg) (Box and contents). 4. Shall be made of flute corrugated cardboard 5. Joint shall be lapped and glued inside only. d. Shall have a modified "I" top with locking tabs on flaps B. Flaps are to be labeled A, B, C. Folding instructions for the user to be on the "B" flap. e. Shall have a "crash" bottom. f. Boxes shall be manufactured of a minimum of 30% recycled material. g. Shall be folded flat in package. h. Boxes shall meet the following certifications: 1. Drop Test per CFR Title 49, Transportation, Part 178.603 2. Stacking Test CFR Title 49, Transportation, Part 178.606 3. Plastic bags shall be: a. Polyethylene, low density, not less than.003 inches (.00762cm) thickness, Tolerance on thickness shall be minus 0 and + (plus) the standard of the industry. b. Shall be 19 ½" inches (49.53cm) wide X 17 ½" inches (44.45cm) deep X 44 ½"inches (113.03cm) long, dimensions shall be inside measurements + ½" inch (1.27cm) c. Type - flat, shall be one piece construction. d. Style - sides shall be gusseted and the bottom shall be heat sealed. e. Material - Shall be Grade A Polyethylene, untreated. f. Shall be one piece construction, and shall have a tuck on sides between face and back of bag. Tucks shall be approximately 9 inches (22.86cm) wide from crease to edge and crease shall be parallel to the sides. g. Bags shall be marked showing certification of also meeting the following: 1. Impact resistance as prescribed in ASTM D 1709.04 2. Tear resistance as prescribed in ASTM D 1922.03a 4. Ties shall be: a. Plastic "electrical" cable ties, exactly 12" inches (30 cm) long. b. Shall be white/natural c. Shall automatically lock at any diameter. d. Shall be a minimum of 120lb (54.43 kg) tinsile strength fasteners. e. Shall have 10 cable ties per package. 5. Skid packaging: a. Each individual package shall contain 5 boxes, 10 ties. And 10 black bags. b. Each package shall be strapped with strapping both length and width to avoid slippage from skid. c. Ten packages shall be banded together making a bundle. Shall have 4 (four) "bundles" per skid. d. Each package shall have a cardboard slip sheet on the top and bottom to protect the packages from damage. e. Bundles shall be strapped to pallet and shrink wrapped to stabilize for shipping. 6. Box Certification: a. Bursting test of 250 lbs per square inch b. Minimum Edge Crush Test (ECT) value of 44 c. Minimum combined weight of facings, 111 pounds per thousand square feet d. Gross weight limit of 95 lbs (Box and contents) e. Shall be made flute corrugated cardboard f. Size limit of 95 inches g. Certification must be stamped on box The box and inner bags shall be tested and certified to meet CFR specification. DELIVERY and INSPECTION The contractor will deliver 1,200 MPW boxes to the NIH loading dock every Monday between the hours of 9:00 AM and 1:00 PM. NOTE: There may be instances where the NIH Clinical Center will require additional boxes and/or not require a delivery for the week. In such instances the following government personnel are authorized to request additional boxes/and or delay delivery as follows: Bernard Harper Nathaniel Johnson Willie Davis Joseph Cowling Kathleen Krisko If anyone other than the COR requests a change it must be communicated via email to the COR/Contracting Officer. Loading Dock Address: NIH Campus 9000 Rockville Pike Bethesda, Maryland 20892 Inspection and acceptance of MPW boxes will be done at time of delivery by designated MMESD staff. All delivery personnel, vehicles and materials will be subject to NIH security inspection procedures and must be cleared before entrance to campus. Period of Performance Delivery Period is anticipated to begin January 1, 2019 with a twelve month ordering period and four (4) twelve month optional ordering periods that may be exercised in accordance with FAR 52.217-9. (End Statement of Work) The vendor responses must demonstrate their experience in the areas described above. Please note that failure to specifically demonstrate past performance and experience with your capability to provide the required supplies in your response to this market survey may affect the Government's review of industry's ability to supply them. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information". In addition to addressing the requirements in the attached SOW, the Government requests that your capability statement address the following requests for information, if relevant. 1) Please provide the full company/entity name, address including points of contact (phone number and e-mail address), DUNS numbers, and type/size of the company/entity by NAICS code. 2) If your company/entity is a dealer or service-provider, and not a manufacturer of the end items/products contemplated by the SOW, please identify your company as such and identify the end item/product manufacturers that you would be obtaining goods from in order to perform the contract, and where the manufacturers are geographically located. 3) According to the small business limitations on subcontracting standard provided by the amended Small Business Act at 15 U.S.C. § 657s, the requirement for a small business supplier is that the small business prime contractor "may not expend on subcontractors more than 50 percent of the amount, less the cost of materials, paid to the concern under the contract...." 15 U.S.C. § 657s(a)(2). However, "[c]ontract amounts expended by a covered small business concern on a subcontractor that is a similarly situated entity [(i.e., another small/small disadvantaged business of the same type)] shall not be considered subcontracted for purposes of determining whether the covered small business concern has violated [limitations on subcontracting.]" 15 U.S.C. § 657s(b). If you are a small business, please address your ability to adhere to limitations on subcontracting at 15 U.S.C. § 657s. To ascertain if you are a small business, use the size standard provided by NAICS Code 562211 "Hazardous Waste Treatment and Disposal" with a size standard of no more than $41.5 million. As part of this, if you are a small business that is a dealer/service-provider and not a manufacturer, please so state, and address whether you meet the following requirements from 13 C.F.R. § 121.406(b). Specifically, your company/entity: (1) Does not exceed 500 employees (notice that the employee standard under the non-manufacturer rule is differently restrictive than for NAICS Code 562211); (2) Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; (3) Takes ownership or possession of the item(s) with its personnel, equipment or facilities in a manner consistent with industry practice; and (4) Will supply the end item of a small business manufacturer, processor, or producer made in the United States. NIH must receive written capability statements no later than November 7, 2019 at 9:00 a.m. Eastern Time.
