This announcement and attachment constitutes the only solicitation; quotations are being requested, this solicitation is a request for quotations (RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720, with a small business size standard of 19.5 million. All interested companies shall provide quotation(s) for the following: Services The United States Department of Agriculture (USDA), Forest Service (FS), The Fishlake National Forest, Fremont River Ranger District, is in need of Janitorial Services. The purpose of this contract is to provide for janitorial services in Government-owned buildings, in strict compliance with the terms, specifications, conditions and provisions contained herein. The Contractor shall furnish all labor, transportation and supervision necessary to meet the requirements of this contract. Period of performance is December 1, 2019 through November 30, 2020, twice per week, Wednesday and Saturday, between the hours of: 6:00 p.m. and 6:00 a.m. There are also additional services to be provided on a weekly, monthly and quarterly schedule. Quotes will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, offerors must receive a rating of "acceptable" in every non-price factor/subfactor. Per, FAR 52.217-5 Evaluation of Options (JUL 1990), Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The following factors and sub-factors will be used to determine technical acceptability. Offeror shall provide the information necessary, including for any subcontractors, to evaluate the following factors and subfactors: The following factors and subfactors will be used to determine technical acceptability: Factor #1: Technical Subfactor #1: Technical Capability and Approach In order to receive a rating of "acceptable" for this subfactor, proposal must, at a minimum, demonstrate adequate technical capability and provide a satisfactory technical approach to accomplish the work. Subfactor #2: Experience In order to receive a rating of "acceptable" for this subfactor, offeror must, at a minimum provide resumes for all key personnel (providing description of their technical abilities, training and experience) and subcontractors indicating at least three (3) years of experience in current role on same/similar projects. Subfactor #3: Worksite Safety In order to receive a rating of "acceptable" for this subfactor, offeror must, at a minimum provide a Janitorial Work specific Safety plan and demonstrate a satisfactory janitorial work related safety record with no more than one safety incident in the past three (3) years. Factor #2: Past Performance Subfactor #1: Recency and relevancy of present/past performance in relation to this effort In order to receive a rating of "acceptable" for this subfactor, offeror must, at a minimum provide past experience on similar type projects. The past experience should indicate successes of the contractor in completing similar type work projects. The Government considers "recent" present/past performance to be within the past 3 years The Government considers "relevant" present/past performance to be present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires. Subfactor #2: How well the offeror performed on relevant contracts In order to meet the minimum requirements for a rating of "acceptable" for this subfactor, the contractor must submit references from past projects as listed above. The Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" will be considered "acceptable."
