- THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Office of Acquisition and Management Policy (OAMP) is planning to issue a solicitation to distribute Pre-Exposure Prophylaxis (PrEP) for qualified eligible patients in the U.S. This distribution will support the Presidential Initiative to End the Human Immunodeficiency Virus (HIV) Epidemic in America. The solicitation will be issued as full and open with a period of performance of one (1) 12-month base year and four (4) 12-month option years. The Government may issue one or more solicitations on or about December 1, 2019. The required services will be procured in accordance with FAR Part 15-Contracting by Negotiation. The North American Industrial Classification System (NAICS) code for this acquisition is 541611 and the size standard is $16.5M. Description The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH) leads development of agency-wide public health policy recommendations and oversees core public health offices, including the Office of the Surgeon General and the U.S. Public Health Service Commissioned Corps, as well as 10 regional health offices across the nation and 10 presidential and secretarial advisory committees. Within OASH is the Office of Infectious Disease and HIV/AIDS Policy (OIDP). OIDP develops, coordinates, and supports a range of infectious disease initiatives including the Ending the HIV Epidemic initiative. A key component of the initiative is expanded patient access to pre-exposure prophylaxis (PrEP). PrEP is the practice of prescribing drugs that prevent HIV infection in patients who are at substantial risk of acquiring the disease. Gilead manufactures Truvada and Descovy for PrEP TM (collectively, "Product"). Gilead has donated Product to expand PrEP access for qualified and uninsured patients in the United States. OASH/OIDP is expanding patient access to PrEP by (1) establishing and administering a call center and online portal; (2) establishing and administering an auditable process to verify eligibility for donated Product; (3) administering a program in which each Qualified Eligible Patient (QEP) is issued a card with a Bank Identification Number (BIN) or a voucher to obtain a 30-day or 60-day supply of donated product; (4) establishing and administering a pharmacy network; (5) reimbursing or back filling network pharmacies for donated product distributed to QEPs; and (6) developing and maintaining a database of QEPs enrolled in the program. All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.beta.sam.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition.
