Amendment 0001 - Admin IDIQ Sources Sought Notice Sources Sought Notice Disclaimer: This is not a solicitation. This is not a request for quote (RFQ), invitation for bid (IFB), request for proposal (RFP), or an announcement of a solicitation, and does not assume the Government will award a contract or proceed with any of the above solicitation efforts in the near future. This Sources Sought notice is for information purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or awarded. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of the submission of information. All information considered proprietary shall be marked accordingly. The Government shall not be liable for or suffer any consequential damages for improperly identified proprietary information. Properly identified proprietary information will be safeguarded in accordance with federal regulations. The purpose of this announcement is solely to gather information from the marketplace, and any responses received will neither be considered an offer by the responding party nor returned to the responding party. No telephone inquiries will be accepted, and requests for solicitation packages will not be honored since no solicitation has been prepared. Background: The National Marine Fisheries Service (NMFS), of the National Oceanic and Atmospheric Administration (NOAA), is charged with the mission of stewardship for living marine resources. NMFS' mission is to conserve, protect and manage Pacific salmon, groundfish, halibut and marine mammals and their habitats under the Endangered Species Act (ESA) and other federal laws. The line offices under NMFS have a need for a variety of administrative and non-scientific support services for facilities within the states of Alaska Region, Hawaii Region, and the West Coast Region. These services will be at NMFS facilities in the states of Alaska, Hawaii, Washington, Oregon, California, and Idaho. NMFS has primary offices in within Alaska, Hawaii, California, Oregon, Washington, and Idaho. Most services will be performed in Portland, Seattle, Long Beach, San Diego, Juneau, and Honolulu but other offices may request support. Interested parties must be capable of providing non-personal, administrative and non-scientific support services on an as-needed basis for work to be performed facilities and various NMFS locations noted above. The place of performance will be at a location mutually agreed upon by the contractor and the NMFS on an individual order basis. NMFS is specifically seeking vendors that understand NMFS' strategic plan, its programs and mission such that it can proactively break down broad program needs into clearly defined projects with objectives, work products that meet predefined performance metrics, and delivery schedules. The contractor shall be responsible for proactively managing its onsite and offsite labor such that all assigned resources are productive and working with clearly defined objectives and priorities. Contractors must provide support in a manner that reflects an understanding of the NMFS operating environment. The scope of this contract(s) is to provide resources as needed for a variety of administrative support task orders. Specific requirements, duties and deliverables will be provided under each order. Personnel proposed for each category are required to have the general background, experience and education; and specific requirements for each individual task stated in the order. The labor categories consists of but not limited to: -Administrative Assistant I-IV; -Administrative Support Technician; -Business Analyst I -IV; -Conference Planner I-III; -Data Analyst; -Data Specialist; -Data Validator; -Education Coordinator I-III; -Media Specialist I-III; -Library Technician; -Mail Room Technician; -Program Manager; -Project Manager; -Program/Management Analyst I-III; and -Technical Writer/Editor I-III. The expected NAICS code for this requirement is 541611, with a size standard of $16.5M. Information Requested: Interested companies should describe their capabilities as they relate to the following: • Experience providing similar services under a Government contract; • Demonstrated experience recruiting, retaining, and managing administrative and non-scientific support services, with an emphasis on services in the remote areas of Alaska and Hawaii, as well as, the West Coast. In addition to addressing technical capabilities, responses must include the following: • Name and address of firm; • Size of business (i.e., small, small disadvantaged business, woman owned, etc.); • Point of contact - address and phone number. Submittal Requirements: Telephone responses are NOT solicited and will not be accepted. No solicitation exists; therefore, do not request a copy of the solicitation. This Source Sought notice is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for the solicited information. Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Specialist, at carina.topasna@noaa.gov, no later than October 24, 2019, 2:00 PM PST. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after October 24, 2019, 2:00 PM PST will be answered.
