- NAICS code is 562910, ENVIRONMENTAL REMEDIATION SERVICES. A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business, or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The project involves Environmental Remediation activities to achieve performance objectives at 26 Installation Restoration Program (IRP) sites (16 sites at Wright-Patterson Air Force Base (WPAFB), Ohio (located northeast of Dayton, Ohio in Greene and Montgomery Counties, covering over 8,000 acres); five (5) sites at Calumet Air Force Station (AFS), Michigan (located on Horace Greely Road in Keweenaw County Michigan); three (3) sites at Air Force Plant 85 (AFP85), Ohio (located in Franklin County, Ohio just south of John Glenn Columbus International Airport on Alum Creek Drive); and two (2) sites at Grissom Air Reserve Base (ARB), Indiana (located 12 miles north of Kokomo, Indiana on U.S. Highway 31 in Cass and Miami Counties)). The range of activities includes long term management, operation, and maintenance of established remedies; implementation of optimization to enhance remedial progress at applicable sites; groundwater monitoring; preparation of groundwater monitoring reports, Land Use Control Inspection reports, and site closeout documentation; completion of a Remedial Investigation and Feasibility Study and associated documents, including Proposed Plan and Record of Decision; and achievement of other site-specific remediation objectives that will be identified in a subsequent Request for Proposal. Remediation at AFP85 is being conducted pursuant to the Ohio Environmental Protection Agency (Ohio EPA) Voluntary Action Program (VAP). Regulatory oversight is provided by the Ohio EPA. Remediation activities at Calumet AFS are being conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA) and National Oil and Hazardous Substances Contingency Plan (NCP) requirements. Regulatory oversight is provided by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Remediation activities at Grissom ARB are being conducted pursuant to the Indiana Department of Environmental Management (IDEM) Leaking Underground Storage Tank Program, IDEM Office of Land Quality, IDEM Voluntary Remediation Program (VRP) Tier II Non-Residential cleanup criteria, and the IDEM VRP Tier II Residential cleanup criteria. Remediation activities at WPAFB are being conducted pursuant to CERCLA. Regulatory oversight is provided by the United States Environmental Protection Agency (USEPA) Region 5 and Ohio EPA. WPAFB is on the National Priorities List. It is being administered under a Federal Facility Agreement with USEPA as a signatory, and Administrative Orders on Consent with Ohio EPA as a signatory. Contract duration is estimated to be a five (5) year base period with four (4) annual option periods that could extend the total period of performance to a not to exceed total of nine (9) years. All interested Small Businesses, certified HUBZONE, 8(a), Woman-Owned Small Businesses or Service Disabled Veteran Owned Small Business contractors should respond to this survey by email on 05 November 2019 by 2:00 PM Eastern. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's Unique Entity Identifier Number and CAGE Code(s). 3. Descriptions of Experience - Interested firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. a. Projects similar in scope to this project include: CERCLA investigation and remediation projects conducted on large industrial or Department of Defense (DoD) facilities that include both soil and groundwater investigation and remediation at multiple AOCs. The projects should result in approval of site closure or an approved Long Term Management Plan by the pertinent regulatory authority. b. Projects similar in size to this project include: Projects with 20 or more AOCs, including contaminated groundwater, which are spread out over at least two square miles or more. c. Based on the information above, for each project submitted, include: 1. Current percentage of remediation complete and the date when it was (or will be) completed. 2. Scope of the project. Include all CERCLA phases completed or planned for completion. Include number of individual areas of concern (AOCs) or IRP sites and identify the regulatory program work was (or is being) performed under and what agency provided/provides regulatory oversight. Identify the location of the project and the DoD entity or other agency for which work was/is performed. 3. Size of the project. Identify the total area encompassed by all of the AOCs in a given project as well as the media investigated and remediated. Identify the percentage of the project that involved or involves groundwater investigation and remediation. 4. The portions and percentage of the project that were self-performed. 4. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting (DEVIATION 2019-O0003); they must perform at least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. Include the percentage of work that will be self performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
