Description
The US Department of Energy (DOE), Richland Operations Office (RL), intends to extend the Mission Support Contract with Mission Support Alliance, LLC (MSA), to furnish safe, compliant, cost-effective and energy-efficient services to further the DOE-RL mission to continue site infrastructure and services while the Department completes the acquisition process for the follow-on procurement and transition to the new contractor. The proposed contract extension is for up to 6 months from November 26, 2019, through May 25, 2020. The estimated value of this extension is $225 million, based on available funding. Services at the Hanford Site as listed below are contemplated as part of the contract extension. Mission Support Services for the Hanford Site include five primary functions: 1) Safety, Security, and Environment, 2) Site Infrastructure and Utilities, 3) Site Business Management, 4) Information Resources/Content Management, and 5) Portfolio Management. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The statutory authority permitting other than full and open competition is the Competition in Contracting Act (41 U.S.C. 253(c)(1)), implemented under Federal Acquisition Regulation (FAR) 6.302-1(a) which authorizes other than full and open competition when the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. The present contract with MSA is due to expire on November 25, 2019. Extensive advance planning for the follow-on procurement has been on-going and the proposed contract extension will allow the aforementioned activities to continue at the DOE Hanford site until completion of the process to select and transition to a successful contractor representing the best value to the government. MSA as the incumbent contractor is the only contractor who has the unique qualifications to continue the necessary activities at the DOE Hanford site without a break in service until award and transition to the successor contractor is complete. Extension of the current contract will only be in force as long as needed after award of the new contract and a transition period to the new contractor. THIS IS NOT A FORMAL REQUEST FOR PROPOSALS UNDER FAR PART 12, 15, OR AN INVITATION FOR BIDS UNDER FAR PART 14. IF PARTIES CHOOSE TO RESPOND, ANY COST ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT ARE THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURSED BY THE GOVERNMENT. Interested parties believing they have all of the capabilities may submit capability statements to provide all of the services, including a demonstration of the ability to meet all of the needs identified above within the required timeframes. The capabilities statement describing and demonstrating the above shall be submitted within 15 days of publication of this notice to the following address: U.S. Department of Energy, Richland Operations Office, P.O. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
