FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: R SUBJECT: Membership with Open Applications Group for Standards Technology Development & Sharing Membership SOLICITATION NUMBER: NB734140-20-00009 CONTACT POINTS: KAREN ARMSTRONG, Contracts Specialist (301) 975-3671; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Open Applications Group (OAGi), located at 2102 Hopeton Avenue, Raleigh, NC 27614-7286 for annual membership in Standards Technology Development & Sharing for a base year, plus three option years. ***** Sole source determination is based on the need for membership in the Open Applications Group. NIST engagement in documentary standards activities is an important means by which NIST transfers knowledge to the private sector, accelerates technology development, and accomplishes the mission of promoting U.S. innovation and industrial competitiveness. NIST therefore must be actively engaged with standards organizations, including OAGi. OAGi is a U.S.-based industry consortium and a not-for-profit standards development organization with the goal to promote business process interoperability for both inter & intra enterprise business processes and to encourage the creation of and/or create and endorse one or more standards to assist organizations in achieving connectivity and multiple-source integration of inter & intra enterprise business processes. The NIST Engineering Laboratory (EL) has had membership in this organization during the past four years. Founded in 1994, OAGi is focused on building enterprise ready standards for business-to-business, enterprise, mobile, and cloud interoperability. The OAG Integration Specification (OAGIS) covers eCommerce, Manufacturing, Logistics, Customer Relationship Management, and Enterprise Resource Planning areas. Membership of OAGi includes leading manufacturers, technology companies, and software vendors. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920- Professional Organizations. The associated size standard is $15 Million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Karen Armstrong at Karen.Armstrong@nist.gov.
