- Amendment 0001 Summary: Amendment 0001 hereby extends the quote submission due date to 07 November, 2019 at 2:00 PM Mountain Time (MST). Amendment 0001 hereby incorporates the following documents: 1. Questions and Answers (2) All other dates remain unchanged. This is a Request for Quote (RFQ). The Department of Energy/Western Area Power Administration (WAPA) has a requirement to replace the current Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) for grid control across all WAPA regions with a Commercial-Off-The Shelf (COTS) software solution and integration from a single vendor. The initial anticipated award will cover the purchase of software licensing, as well as, implementation and training for the integrated SCADA/EMS solutions in a single WAPA region. It is anticipated subsequent follow-on awards will be made for the remaining regions once funding is available in future fiscal years. This requirement is a continuation and result of Request for Information (RFI) # 89503419NWA000004 posted to FedConnect (https://www.fedconnect.net/FedConnect/?doc=89503419NWA000004&agency=DOE) The Government intends to acquire commercial software licenses and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, specifically FAR Part 13.5 Simplified Procedures for Certain Commercial Items. This is a full and open requirement. The North American Industry Classification System (NAICS) code for this acquisition is 541511, and the size standard is $27.5 million dollars. It is anticipated this action will result in a firm-fixed-price contract and the period of performance for the initial award and single regional implementation will be between one and two years depending on the region selected for implementation. The Government intends to award to the responsible contractor whose quote is determined to be the best value to the Government based upon technical excellence, price, and past performance. All questions submitted by vendors along with their corresponding answers will be posted publically on FBO and FedConnect as necessary. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. It is highly recommended that, prior to submitting a quotation, interested parties obtain a Dun and Bradstreet (DUNS) number and register in the System for Award Management (SAM), www.sam.gov, as these requirements are mandatory for any firm selected for a contract award. It is the potential offerors responsibility to monitor Federal Business Opportunities (FBO) website (www.fbo.gov) for the release of amendments (if any), or other documents relating to this procurement.
