- Amendment 0002 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED UNDER THE AUTHORITY OF FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06 effective October 10, 2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is being procured as a Brand Name or Equal via a full and open competition. Brand Name or Equal: The EZ3P-12060-NPO solvent centrifugal evaporator, manufactured by Genevac, has been identified as meeting all specifications identified in the statement of requirements. The Mass Spectrometry Data Center within the Biomolecular Measurement Division of the National Institute of Standards and Technology is responsible for the development of a wide variety of Reference Materials (RMs) and Standard Reference Materials (SRMs) that support accuracy and comparability of biochemical measurements. In recent years, this work has expanded to include RMs and SRMs to support measurement quality in biopharmaceutical research, biomedical sciences, human hair or skin study in forensic science, and oligosaccharides research in human and animal milk. For these reference materials, there is often a greater emphasis on characterization of microheterogeneity including amino acid sequence, sequence variants, post translation modifications, and product and process related impurities. A variety of sample preparation techniques are required, many of which require sample cleanup protocols involving solvent centrifugal evaporation. The solvent centrifugal evaporator will be used in sample preparation. The various methods utilize many different solvents requiring a range of heating options and refrigerated condensing capabilities. In addition, many vial sizes and formats are used, and therefore an array of rotors and sample holders must be available. Responsible quoters shall provide a quotation for the following line item. All equipment must be new. Used or remanufactured equipment shall not be considered for award. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency's requirement. LINE ITEM 0001: QTY 1 EACH, BRAND NAME OR EQUAL, GENEVAC EZ3P-12060-NPO solvent centrifugal evaporator meeting all of the required specifications: Specifications: • The apparatus shall be an incorporated system with centrifuge, vacuum, and defrost-free refrigerated cold trap integrated into an all-in-one bench top unit. • The vacuum shall be oil free to minimize required maintenance. • The system shall include a high efficiency defrost-free refrigerated cold trap that goes down to -50oC. • The system shall be capable of heating from room temperature up to 80oC. • The pressure generated by the vacuum system shall be between 0-1200 mbar. • The system shall have Inert Gas Purge function when working with high explosive solvent such as diethyl ether or pentane. • The system shall be no larger than 597 mm (width) x 645 mm (depth) x 700 mm (height) in size. • The system must be compatible with typical LC-MS and GC-MS solvents such as Acetonitrile, methanol, ethanol, formic acid, acetic acid, TFA, and DMF. • The system shall have side-bridge swings to hold sample holders for 2.0 ml, 1.5 ml, 0.5 ml microcentrifuge tubes, 2.0 ml, 4.0 ml autosampler glass vials, 15 ml glass tubes, as well as multi-well plates and deep-well plates. • A centrifuge holder for 15 ml and 50 ml plastic centrifuge tube must be included. • A centrifuge holder for 500 ml glass flask must be included. • The system shall have a digital display to monitor temperature, pressure, and time. • One-year warranty that shall cover parts and labor. The warranty shall commence upon successful completion of delivery. DELIVERY DATE The delivery date shall be within 60 days after date of award. Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Regular business hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. Eastern Time except for Federal holidays or other official closures. ACCEPTANCE CRITERIA AND PAYMENT SCHEDULE Final acceptance by the Government shall be granted after confirmation that the equipment meets all requirements of the statement of requirements. The warranty shall not commence until final acceptance has been granted by the Government. Should any deficiencies be noted prior to final acceptance, the Contractor will be notified and provided the opportunity to correct all deficiencies, at their expense, in accordance with the commercial terms and conditions of the contract. The Contractor shall be paid in one lump sum payment for the required BRAND NAME OR EQUAL, GENEVAC, EZ3P-12060-NPO solvent centrifugal evaporator upon submission of a proper invoice, and acceptance by the Government. Partial payments shall not be authorized. EVALUATION CRITERIA AND BASIS FOR AWARD The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest priced, technically acceptable. Technically acceptable means that the Contractor provides a quotation that meets all requirements of this combined synopsis/solicitation. Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government. REQUIRED SUBMISSIONS All quoters shall submit the following within their quotation: 1) A firm-fixed price, FOB Destination price quotation, which addresses all line items. 2) One electronic copy of technical description and/or product literature and maintenance plan. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the required specifications stated herein. It is the responsibility of the quoter to ensure that all specifications are clearly documented; 3) If product literature does not address any given specification, a discussion of how the Contractor will meet or exceed that required specifications. Modifications to the quoted system must be discussed; 4) Details of the proposed warranty; 5) The timeline for delivery; 6) This is an Open-Market Combined Synopsis/Solicitation for equipment, as defined herein. The Government intends to award a Purchase Order resulting from this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: a. The quoter shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, contractors are encouraged to monitor public broadcasts or the Office of Personnel Management's website at www.opm.gov for the Federal Government operating status. NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer's Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed. Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance. (End of clause) NIST LOCAL-54 ELECTRONIC BILLING INSTRUCTIONS NIST requires that Invoice/Voucher submissions are sent electronically via email to INVOICE@NIST.GOV. Each Invoice or Voucher submitted shall include the following: (1) Contract number; (2) Contractor name and address; (3) Unique entity identifier (see www.sam.gov for the designated entity for establishing unique entity identifiers); (4) Date of invoice; (5) Invoice number; (6) Amount of invoice and cumulative amount invoiced to-date; (7) Contract Line Item Number (CLIN); (8) Description, quantity, unit of measure, unit price, and extended price of supplies/services delivered; (9) Prompt payment discount terms, if offered; and (10) Any other information or documentation required by the contract.
