- Statement of Work for the MET Satellite Inspection The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is issuing a solicitation for the U.S. Army Testing and Evaluation Command (ATEC) for a single-award firm fixed price contract with no option years. U.S. Army Testing and Evaluation Command is seeking a qualified vendor to conduct an inspection on each of the ATEC's Meteorological (MET) satellite at seven (7) locations across Continental United States (CONUS) and Outside Continental United States (OCONUS) (Alaska). ATEC's MET satellite dishes were installed around 20 years ago and may have exceeded their life expectancy of full operational capability. The qualified vendor shall conduct an inspection on each of ATEC's Meteorological (MET) satellite assessing the structural integrity of the dish and the pedestal as well as testing signal quality to determine if any maintenance is required for the continued operation of the satellite dishes. The attached Statement of Work (SOW) further outlines the Government's minimum requirements. Vendors must submit a proposal and provide pricing in response to the solicitation. The requirement is set aside for Small Businesses under NAICS 517410 Satellite Telecommunications with a size standard of $32.5 million. Only offerors registered in the System of Award Management (SAM) as Small Business under NAICS 517410 may submit a proposal with pricing. Offerors who must undated their SAM record to the above NAICS code, please be advised that a notarized letter maybe required. Please refer to SAM.gov for more details about this updated policy. Award will be made to the lowest priced responsible and responsive offeror. The offeror's proposal must respond to all the requirements of the Request for Proposal (RFP) and Statement of Work (SOW). The online version of the Request for Proposal (RFP) includes all documents of the solicitation package. No hard copy of the solicitation will be issued. Tiffany N. Other documents, as necessary, will be posted when available. All proposals must be received by the Government POC named above before 12:00 pm EST on 7 November 2019 in accordance with the RFP instructions.
