Description
Army Contracting Command -Warren proposes to modify existing requirements contract W56HZV-15-D-0003, or initiate a new short term contract to procure an additional two ordering years on the Service Life Extension Program (SLEP) for Caterpillar produced Vibratory (Vibe) Rollers I, II, and III; High Speed Compactors (HSC); Dual Steel Wheel Rollers (DSWR); and M105 Deployable Universal Combat Earthmover (DEUCE) vehicles. The proposed contract action will be awarded on a sole source basis to Caterpillar Defense and Federal Products (Caterpillar), CAGE 11083, 100 NE Adams., Peoria, IL, 61629-0001. SLEP requires the vehicles to be broken down to its most basic level and requires the contractor to perform a reliability analysis and provide replacement recommendations based on its engineering and logistical knowledge. The purpose of this SLEP is to replace or repair components of the vehicles listed directly above, as necessary to return the vehicles to a zero hours/zero miles condition. The SLEP is projected to double the estimated useful life of the vehicles by an additional 10 to 15 years. The statutory authority permitting other than full and open competition for this action is Title 10, United States Code (U.S.C.), Section 2304(c)(1), as implemented by the Federal Acquisition Regulation 6.302-1, Only One responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In order to maximize subcontracting opportunities to the maximum practical extent, and consistent with the objectives and requirements of the contract in accordance with FAR 5.201, competitive opportunities for subcontracting to Caterpillar may be available. This is a notice of intent, not a request for competitive proposals, or a solicitation of offers. However, all responsible sources may submit a capability statement, bid, proposal, or quotation, which shall be considered by the agency. A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the Government. The point of contact for this action is Elaine O.
