- This notice is in support of Sources Sought Notice N40085-19-R-8318. This does not constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to inform potential offerors of a proposed contract action to provide Indefinite Delivery/Indefinite Quantity Equipment Rental for Naval Station, Great Lakes, IL. This is a Service Disabled, Veteran Owned Small Business Set-Aside Estimated solicitation date is 5 November 2019. The Government seeks to obtain services to include all labor, material, transportation, equipment, supervision, and other items necessary to provide a Construction Equipment and Crane Rental/Lease Contract for the Navy Great Lakes Public Works Department, Naval Station Great Lakes, IL. The work shall be performed at various locations and could vary from location to location. Delivery and pickup of equipment will be throughout Naval Station Great Lakes depending on the jobsite. The following types of construction equipment desired for rental of this contract are (1) Earthmoving and Excavation Equipment, (2) Material Handling Equipment/Weight Handling Equipment, (3) Compaction and Paving Equipment, (4) Pumping Equipment, (5) Air Compressor Equipment, (6) Electrical Equipment, (7) Concrete and Masonry Equipment, and (8) Truck and Trailer Equipment. Delivery of rental equipment will be to the Government Requester ™s site no later than forty-eight (48) hours from receipt of order. The contractor shall confirm order acceptance either by facsimile transmission, electronic mail, or by telephone to the equipment requester. Contractor must provide service between the hours of 0700 and 1600hrs, seven (7) days a week to ensure coverage for all unknown emergencies and contingencies which may be experienced by the equipment requestor. Majority of Equipment Rental will be within regular working hours Monday thru Friday and in only specific cases will Saturday and Sunday rentals be requested. Contractor shall provide delivery and pick up of all rental equipment. The Contractor shall provide all routine maintenance and repair at no cost to the Government. Trained Contractor service technicians shall be dispatched to the Government Requester ™s location/site upon receiving equipment repair trouble call. Rental equipment which cannot reasonably be repaired at the location/site during the rental period shall be replaced at no cost to the Government, within twenty-four (24) hours of the Contractor ™s determination. The Contractor shall coordinate all manufacturer recall repairs on rented equipment with the Government requester. The contractor shall be responsible for components/parts needing replacement due to normal wear and tear. The Contractor shall provide all repairs of rental equipment within twenty-four (24) hours after acknowledgment. Within that timeframe, the contractor is responsible for repairing the rented equipment or determining it needs to be replaced. The determination for replacement will be decided by a mutual agreement between the Contractor and Government requestor. Any piece of rental equipment requiring repairs determined to be damaged by the requester beyond normal wear and tear as a result of operator negligence and/or lack of reasonable safeguard/security on the part of the requestor will be borne by the Government. All rental equipment will be inspected by the requester upon delivery to user location/site prior to acceptance. Any damage to the equipment including tire condition shall be noted and recorded and brought to the attention of the Contractor`s representative at time of delivery and prior to accepting equipment. Tire damage caused by the user shall be repaired or replaced by the Government. Rental rates will be based on rental start and rental release dates. Participating users shall be billed as determined by each delivery order; hourly, daily, weekly and monthly (4-week basis) as defined as follows: Hourly “ Sixty (60) minutes Daily “ Eight (8) hour work day Weekly “ Five working days (40 hours) Monthly “ Four Weeks (20 working days-160 hours)
