Proposals in response to this RFP are due by 2:00 PM EST on Wednesday, 20 November 2019. The AFICC Roofing Repair, Replacement, and Maintenance (R3M) enterprise sourcing effort will provide for a Firm-Fixed-Price (FFP) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle for the Air Force Civil Engineering Center (AFCEC) that will provide acquisition for roofing requirements for roof replacement, preventative maintenance, corrective repair, and inspection/testing services over a five (5) year ordering period (no options) to both Contiguous United States (CONUS) and Alaska installations. This acquisition is set-aside 100% for Small Business (SB) concerns. Offerors must meet the size standard of equal to or less than $16.5 million dollars that is associated with the North American Industry Classification System (NAICS) Code applicable to this acquisition of 238160, Roofing Contractors. An Offeror's SB status will be verified using the System for Award Management (SAM) (https://www.sam.gov/SAM). All prospective Offerors must be actively registered in SAM with no active exclusions in order to be eligible for award IAW FAR 4.1102 and 9.4. This acquisition will utilize Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation Subpart 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.3 Source Selection, and AFFARS Mandatory Procedures (MP) 5315.3. The Office of the Under Secretary of Defense (OUSD) memorandum, dated December 13, 2017, SUBJECT: Class Deviation 2018-O0006 - Evaluation Factors for Certain Multiple-Award Task- or Delivery- Order Contracts, authorizes Contracting Officers when issuing a solicitation that will result in multiple-award contracts issued for the same or similar services, may exclude price or cost as an evaluation factor for the contract awards, if the solicitation states that the Government intends to make an award to each and all qualifying offerors. The Contracting Officer shall consider price or cost as one of the factors in the selection decision for each task or delivery order under the multiple-award contract IAW FAR 16.505. Therefore, the team is calling this new approach the Exclusion of Price In Competition (EPIC) source selection method. The method is simpler than lowest price technically acceptable (LPTA) and intends for award to each and all qualifying offerors. A qualifying offeror, per the deviation, is an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and that the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing. Offerors must submit questions or concerns in writing via e-mail to the Procuring Contracting Officer (PCO) and Contract Specialist (CS) indicated in the RFP no later than 2:00 PM EST on 08 Nov 2019. Questions submitted after this date may not be answered. A question and answer (Q&A) document will be posted in the same location as this Combined Synopsis/Solicitation notice within a few days of the question due date listed herein for all potential Offerors to view. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
