- This sources sought synopsis is for market research planning purposes. The purpose of this synopsis is to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 541511, who can perform the work detailed herein. The Government currently intends to set-aside the subject acquisition exclusively for SDVOSB participation pursuant to Market Research conducted under Solicitation # RPA_SOC_TACSIT_RFI_2019. While this synopsis is targeted primarily to SDVOSB contractors, all small business contractors are invited to respond. Responses to this synopsis will be utilized to make appropriate acquisition decisions. This synopsis does not constitute a solicitation or a promise to issue a solicitation in the future. This synopsis does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any administrative costs incurred in response to this synopsis and all costs associated with responding to this synopsis will be solely at the interested party's expense. Not responding to this synopsis does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it is the responsibility of the potential offerors to monitor this site and/or other resources for additional information pertaining to this requirement. If you are interested and can provide the required services, please provide the requested information as indicated below. Responses to this notice should include the following information: 1. Size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), 8(a), Small Business 7. Extent of contractor's knowledge of the existing MQ-9 system, to include the Remotely Piloted Aircraft (RPA) Squadron Operations Center (SOC) and Ground Control Station (GCS) 8. Extent of the contractor's experience with Raytheon Solipsys Zeus, or Tactical Situation (TACSIT) systems of equivalent complexity 9. Contractor's past performance in supporting Raytheon Solipsys Zeus, or TACSIT systems of equivalent complexity, including previously awarded contract numbers and respective points of contact All interested contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract. The NAICS code for this requirement, if applicable to the company's capabilities, should be included in the company's NAICS code listing in SAM. All responses to this synopsis are to be submitted via e-mail to cameron.hutzley@us.af.mil. No other form of submission, including via telephone, are accepted. Responses must be received no later than 04 November 2019 at 1200 EDT. Marketing materials alone are considered insufficient. Direct and succinct responses to the request above addressing the particular requirements are preferred. 1.0 Description of Services 1.1 The United States Air Force Life Cycle Management Center (AFLCMC) fulfills program management activities and oversight of the MQ-9 Reaper Unmanned Aircraft System (UAS) and its constituents, namely the RPA SOC and GCS. AFLCMC is seeking information on how an interested contractor could provide support and maintenance for the MQ-9 UAS Raytheon Solipsys Zeus TACSIT Awareness system, for which the Government currently possesses an enterprise license. 1.2 TACSIT System Support 1.2.1 Install, maintain, sustain, troubleshoot, diagnose, repair, and restore complete system operation of the TACSIT system in real-time environments 1.2.2 Maintain a 99.9% up-time of the TACSIT system 24 hours-a-day/7-days-a-week (24x7) 1.2.3 Provide 24x7 TACSIT system email and phone support 1.2.4 Provide on-site support and training, as required 1.3 TACSIT System Accreditation and Certificate to Field (CTF) 1.3.1 Develop documentation to support TACSIT system Certificate to Field (CTF) in accordance with ICD #503 and CNSSI #1253 1.4 Security Requirements 1.4.1 All personnel supporting the effort will have a valid and active SECRET security clearance upon award of and for the duration of the contract. Some positions will require a Top Secret clearance.
