Description
Amendment 0001, Questions and Responses October 21, 2019 Amendment 0001 is issued and contains the questions received and the responses to each question. The response date of October 31, 2019 at 1:00pm Eastern remains unchanged. October 10, 2019 PLEASE READ THE ENTIRE SYNOPSIS AND ATTACHED DOCUMENTS BEFORE PROVIDING A RESPONSE. 1) Description of Services: In December 2018, MCC signed a $600 million Compact with the Government of Senegal (GoS) of which $50 million is the Government of Senegal contribution. The Compact is expected to enter into force in mid-2020. The Compact aims to address the high cost of energy, a binding constraint to economic growth in Senegal. The compact development teams further defined this constraint as the high cost of electricity to grid-connected firms, low access to electricity outside of Dakar, and to a lesser extent, the unreliability of electricity, which reduces firms' cost-effectiveness by increasing costs and uncertainty of production. The Compact consists of three projects: a.Modernizing and Strengthening Senelec's Transmission Network ("Transmission Project) b.Increasing Access to Electricity in Rural and Peri-Urban Areas ("Access Project") c.Power Sector Enabling Environment and Capacity Development ("Reform Project"). Annex III of the Compact provides a summary of the Compact's monitoring and evaluation approach and serves as the basis for the M&E plan, which is to be completed within 90 days of entry into force. The M&E Division of the MCC's Department of Policy and Evaluation is seeking a consultant to assist in a number of monitoring and evaluation tasks related to the development of the Compact's M&E plan. 2) This combined synopsis and solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date/time will be considered. 3) The Government will award an order to the responsible independent consultant(s) whose quote conforming to this notice represents the best value in terms of technical criteria, past performance and price. All non-price factors (technical criteria and past performance) are more important than price. If options are included, quotes will be evaluated by adding the total price for all options to the total price for the basic requirement. This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by using the price(s) offered for the last option period to determine the price for a 6-month option, which will be added to the base and other option periods to arrive at the total price. Evaluation of options shall not obligate the Government to exercise the option(s). 4) Quote Submission. The Independent Consultant shall submit the following documents, written in English: a. Technical: I. Cover letter that addresses each of the evaluation factors listed in Section 10; and ii. Curriculum Vitae (5 page maximum). b.
