- Modification #2: Q1: Would you please clarify the answer below, and if the grantee expects the applicants to submit the high-level results (1) as part of their response, (2) after they submit the response, but before USTDA will select the awardee, or (3) after USTDA selects the awardee and before the contract will be fully executed. A1: The applicants could submit the detailed high-level results after the contract is fully executed. To the extent possible, Offerors should be prepared to submit preliminary results of their analysis as soon as possible following contract execution and kick-off. Q2: At the bottom of the RFP page 12 and top of page 13, there is a discussion regarding timing, which concludes draft results and "solid supporting information" must be available before November 2019. Is this still accurate? By what date in November? By when do you anticipate making the award and selecting a contractor to perform this study? If the date is no longer accurate, by when are the draft results needed? A2: Offerors should be prepared to submit preliminary analysis as soon as possible following contract execution. Q3. RE: Section 3.4 TECHNICAL APPROACH AND WORK PLAN Paragraph 4 - Please confirm the Contractor support described in this paragraph is part of the TOR referenced in Annex 5 and indicate which task this work shall be included; note the supporting information and analysis requested by November 2019 will not be available until completion of the study as referenced in the last sentence of the Objective paragraph in the Terms of Reference: "The Study will confirm the technical and economic feasibility of the Project prior to the Grantee's signing of a power purchase agreement ("PPA") with Electricity Generating Authority of Thailand ("EGAT") A3: Successful Offeror will be requested to submit preliminary analysis as soon as possible following execution of the contract. At this stage, the Offerors could conduct economic and technical high-level analysis that take only a few main parameters into account to assess CAPEX, energy production, revenue, OPEX and technical stability. Full-detail technical and economic feasibility study would be submitted at the completion of the Study. Q4. RE: Submission Deadline Due to the requirements of the RFP to provide Subcontractor firm information for local subcontractors and the time required to engage said subcontractor, the Contractor kindly requests an extension to provide our proposal on November 15, 2019. A4: No extension requests will be granted for the electronic submission. However, the Grantee is willing to allow receipt of hard copies up to one (1) week following the electronic submission deadline. Please review the amended RFP for full details on this change. Q5: RE: Follow-on work If a company were to win the feasibility study, is there a policy either from USTDA or the client that would prohibit that same company from winning any follow-on work? A5: No USTDA or Grantee policy exists that would prohibit the firm performing the feasibility study rom bidding on follow-on work. Q6. RE: Published List Will USTDA publish the list of companies who bid on the feasibility study? A6: Only companies who "opt in" when requesting the RFP from USTDA are included in the public list of Offerors.
