FA8205-20-R-0001, Statement of Work FA8205-20-R-0001 SF33, Solicitation, Offer and Award Form REQUIREMENT TITLE: System Wrap Around Test (SWAT) cable testers NSN/Part Number: 6625 / Unknown Part Number Solicitation Number: FA8205-20-R-0001 (new), FA8205-19-R-0001 (old) Notice Type: Solicitation It is the Government's intent to solicit and award a contract with only one source pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 to WilliamsRDM, Inc.. WilliamsRDM, Inc. is a woman-owned small business and is selected because of its ability to fulfill the Government's requirement for highly specialized testers. Williams RDM, Inc., is highly specialized because it has the facility, specialized machines, and maintains the proprietary data utilized for the stand alone System Wrap Around Test (SWAT) cable testers. WilliamsRDM, Inc. will not provide the proprietary data associated with the SWAT cable testers, for the F-22 program, to other manufacturers. The Government has the rights to the proprietary data, however, the F-22 Program Office has not purchased the delivery of the data. Currently, the F-22 Program Office is working on a separate contract action to procure the delivery of technical data packages. Hill AFB, UT, along with the F-22 Program Office, intends to issue a new Firm Fixed Price (FFP) contract award for procurement of ten (10) stand-alone SWAT cable testers. Solicitation documents are attached. The Stores Management SWAT system is a complex system of cabling that connects hundreds of individual pins from weapons system ports. This enables the software on the aircraft to test the aircraft weapons system signals and functionality. The tester for these cables is a sophisticated device, designed to test fifteen (15) separate cables with unique connectors, signals and pin configurations.
