Description
Caisson 6 Draft Statement of Work dated 21 October 2019. NOTICE OF INTENT TO SOLE SOURCE: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a contract on a sole-source basis to Vigor Marine, Inc. for the maintenance, repair and preservation of the Caisson 6. The work package includes the following: Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the Contractor's facility. Dock, wash, and clean the exterior surfaces of the vessel upon docking. Blast and preserve exterior hull surfaces, topside, underwater body surfaces, safety/machinery deck, safety deck stairway and tanks of the vessel. Replace non-skid on weather deck surfaces. Accomplish visual inspections of hull and body, weather deck, tanks, and safety/machinery deck. Clean rubber fendering. Replace hull and tank zinc anodes. Inspect rubber seal and replace filler. Repair rubber seal studs. Repair boarding ladder. Accomplish hull, piping and main deck ultrasonic test inspections. Install pad-eyes on hull. Replace space heating units. Replace lights in safety/machinery deck. Replace gaskets on hatches. Accomplish tank entrance modification. HVAC duct cleaning. Replace dewater pump/motor. Clean main distribution panels. Replace remote valve operators extension shaft assemblies. Replace valve actuators. Accomplish valve actuator pedestal modification. Replace valves. Replace grease lines. Undock the vessel. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR. Special Note: Contractor's facility must be capable of dry-docking the vessel in order to accomplish required work. The characteristics of the Caisson 6 are noted below. Caisson 6 Characteristics Length: 176 FT 4 IN Draft: 32 FT Width: 20 FT Height: 63 FT 1 IN Light Load: 2516 L Tons Hull Type: Steel Estimated period of performance is 7 July 2020 through 8 December 2020. The anticipated award date is 31 January 2020. The associated North American Industry Classification System (NAICS) code is 336611, which has an annual size standard of 1,250 employees. Geographical Area of Consideration : The area of consideration has been restricted to the Puget Sound due to the Caisson 6 being a critical asset for the U.S. Navy as transport in open-water presents an unacceptable risk. For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no supplies or services will satisfy Agency requirements". Vigor Marine, Inc. is the only contractor within the Area of Consideration with adequate facilities to accomplish the work package. This notice of intent is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit a capability statement to the points of contact for this notice, describing their ability to provide the requirements listed above. The deadline for capability statement submission is 6 November 2019, at 1:00 PM, Pacific Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. A copy of the solicitation will not be posted to the GPE, but may be made available upon request. Information received will be considered solely for the purpose of determining competition requirements.
