Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. NO CONTRACT AWARD WILL RESULT FROM THIS SOURCES SOUGHT NOTICE. The National Institutes of Health (NIH), Office of Research Facilities is conducting market research to determine the availability of qualified and capable firms to provide labor, material, supplies, technical expertise, equipment, transportation, permits, licenses, and qualified supervision, to conduct the following work: Full Roof Replacement, Roof Restoration, Roof Safety Improvements, Bi-annual Roof Inspections (one visual and one infrared per year), Lightning Protection Inspections/Repairs, Safety Anchorage Inspections, Roof Access Improvements, Construction Drawings (e.g. new drawings for Full Roof Replacement, As-Builts for new/repair work), Scheduled Maintenance, and Unscheduled Repairs on all the roofs at the NIH campus. All work is expected to be performed at the Research Triangle Park, NC campus. The North American industry Classification System (NAICS) Code is 238160 and the business size standard is $16.5 million dollars. Any small business prime contractor will be required to meet the requirements of FAR Clause 52.219-14, Limitations on Subcontracting, in that "The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees." Capability Statements provided by small businesses shall demonstrate how they plan to meet this requirement. If it does not address this, the Government will make the determination that your firm cannot meet this requirement for market research purposes. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: (1) Company name, address, phone number/e-mail address for a POC at the company, certification of business size, cage code and DUNS number, (2) detailed description and dollar amount for up to five prior completed projects utilizing the specific areas addressed above demonstrating the firm's capabilities, (3) current in-house capability and capacity to perform the requirements of FAR 52.219-14 if the firm is a small business, (4) if the firm is not within 100-mile radius of NIH Campus in Research Triangle Park, NC, explanation of how the firm will respond to Unscheduled Repairs within 2 hours of receiving notification, and (5) any other applicable/related information that would help determine the firm's capability to perform the requirements of the contract. The Capability Statement is limited to 10 pages in size. Interested vendors capable of furnishing the Government with the requirements specified in this Sources Sought notice are encouraged to submit their Capability Statement to the e-mail address below. Capability Statements are due by close of business on November 8, 2019. The Capability Statement must reference Sources Sought Number NIH-NC-Roofing-FY20 in the subject of the email. All responsible sources may submit a Capability Statement. Those Capability Statements received by the date identified above will be considered by the agency. Capability Statements must be submitted via e-mail only to daniel.burk@nih.gov. Faxed or postal mailed copies will not be accepted. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information shall be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
