- The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to acquire contractor logistics support for the PVS-14 ACH & PASGT Helmet Mount Assemblies. Requirements Description: The Helmet Mount Assemblies consists of the helmet mount and the bracket that enable PVS-14 night vision devices to be attached to either the ACH or PASGT helmet. Both helmet types (ACH and PASGT) require different helmet mount assemblies. The Helmet Mount Assembly attaches the PASGT Helmet Mount (5855-01-612-5116) and ACH Helmet Mount (NSN: 5855-01-610-8704) to the AN/PVS-14 for U.S. Military use. The Government requires an estimated quantity of 128,000 PASGT Helmet Mount Assemblies, and 640,000 ACH Helmet Mount Assemblies over a 10 year period. The Government does not possess detailed drawings and performance specifications for these items. This is not a developmental effort. Alternate designs must be approved by Product Manager- Soldier Maneuver Sensors (PM-SMS). This is not a solicitation. This is only an estimate and will not bind the contractor or the Government in any way or at any time into a contract with any of the specified terms below. The assigned North American Industrial Classification System (NAICS) code is 332999 NSN Type Designator Nomenclature 5855-01-612-5116 PASGT HMA Helmet Mount Assembly 5855-01-610-8704 ACH HMA Helmet Mount Assembly Requested Response Information: Sources that are capable of manufacture and delivery of these items in the quantities specified above are requested to submit information to show their capability. At a minimum, information submitted should include but is not limited to the following: • Response to questionnaire • Information that shows contractor possesses, or shall possess, adequate production plant facilities (equipment, tooling, and space) to enable contractor or subcontractors, to produce this item. • Identification of the contractor as a Large or a Small Business. Small Business please identify as: 8(a), HUB Zone, Disadvantaged, Women-Owned, or non-disadvantaged. • Past Performance for these or similar items. The contractor shall submit their part numbers, NSN, or nomenclature and the date of the last manufacturing effort of the same or similar items for which they have production experience. Government contract numbers, if applicable, shall be provided. • The quality standard (either Government or Industry) that shall be in place for this effort. The Government does not intend to award a contract on the basis of this SSA or reimburse any costs associated with the preparation of responses to this SSA. This Sources sought announcement (SSA) is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future. Describe the qualifications of your engineering staff, who have experience in the design and production of application similar in complexity and technology to Helmet Mount Assemblies 7. Describe your company's experience in identifying the test equipment for components similar in complexity and technology to what is used in Helmet Mount Assemblies 8. Describe your company's experience in managing obsolescence issues. 9. Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? If so, please elaborate on the Program and Assessment tool(s). 10. Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 11. Discuss your company's capability in meeting US Government requirements for this specific product. 12. Is your company interested in providing a long term, short term, or spot buy, contractual solution? Regarding contractual quantity/year types, what does your company envision?
