Description
Solicitation with Terms and Conditions Statement of Need/Work Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Henry Bigelow requires trawl winch wire to be removed, and re-installed in accordance with statement of work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN7200-20-00077 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. This acquisition is a total small business set-aside under NAICS code 333923, Overhead Traveling Crane, Hoist and Monorail System Manufacturing, with a size standard of 1,250 employees. Line items are as follows: CLIN0001 Henry B. Bigelow is a world class fisheries research vessel capable of bottom, mid-water, and surface trawls using a state-of-the-art Rapp-Hydema auto-trawl winch system. The wire rope (cable) used for the trawl winch system is wound onto two large high pressure winches. Because the winches could be operating at different pressures from different depths, the tension could vary greatly from one layer of cable wrap to another. To assist with the level-winding process, the Bigelow is procuring a wire guide (shell) so that the first wrap of wire rope is perfectly aligned as necessary for the remaining layers of wire rope. For this installation the 3000 meters of wire on that is currently on each (2) trawl drums will need to be removed, spooled, and then reinstalled after the new shells have been placed on the drums. The Government requires the Contractor to furnish the necessary personnel, materials, equipment, services, permissions, permits, and facilities (except as otherwise specified), to perform the removal and installation of the wire. The Contractor will work with ship’s crew on the removal and installation. Please review Statement of Work for additional information and tasking. Date(s) and place(s) of delivery and acceptance and FOB point. Period of Performance will be November 18-22 2019 Removal/spooling of trawl wire February 10-14, 2020 Reinstallation of trawl wire. NOAA Ship Henry B. Bigelow 47 Chandler Street, Pier 2 Newport, RI 02841 Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on October 29, 2019; any award resulting from this RFQ will be made based on lowest price, which must be submitted to Christopher Baker at Christopher.Baker@noaa.gov. Lowest quote must show to meet and understanding of the requirement. Simply copying the SOW is not understanding of the requirements. All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on October 25, 2019. Telephonic requests will not be honored. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). All interested parties wishing to submit a quote (Quoters) must be registered in the SAM database to be considered for award.
