- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request or reimburse costs associated with attendance of the vendor fair. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 339112, Surgical and Medical Instrument Manufacturing, and the small business size standard is 1,000 employees. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service Disabled Veteran Owned and Veteran Owned Small Businesses must be registered and verified in the Department of Veterans Affairs Vendor Information Pages (VIP) (See Internet Site https://www.vip.vetbiz.gov/). A BCMA Medication Cart Vendor Fair is being hosted by VA Palo Alto Healthcare System, 3801 Miranda Ave., Palo Alto CA 94304-1207, on Friday, December 6, 2019 from 7am 6pm, PST. Respond to this notice by 3pm on Thursday, October 31, 2019 with your intent to attend and responses to the Capabilities section below. No VA employees attending the BCMA Medication Cart Vendor Fair have authority to bind the Government. No vendor will seek a purchase commitment from any of the end users reviewing the product offerings. There will be no onsite over-night storage available. Brief Description of Services The VA Palo Alto Heath Care System (VAPAHCS) has a requirement for BCMA Medication Carts in various configurations. A list of salient characteristics is attached below. Small BCMA WOW Style Carts Computer OS: Windows 10 gold images provided by OI&T and interfaces with all VA software systems (PICIS, VISTA, CPRS, and BCMA) Hard drive: Solid State Hard Drives that must be compatible with software (or another type of FIPS140-2 OI&T approved encryption software). Minimum drive size 256 GB. Memory: 16 GB RAM or better Monitor: 19 (or larger) LCD that is splash proof and cleanable and contains a quick release from mounting hardware for servicing Wireless Antenna: High Gain, 802.11 a/b/g/n compatible, and FIPS 140-2 compliant. Processor: Intel i7 (or equivalent) or equal Form Factor: Small enough to be integrated into cart and not exposed Generic Cart Specifications: Battery and power supply for carts - Lithium Ion battery or better technology Battery life of 9 hours or better Power Supply and power cord must meet NFPA standards for patient care equipment: 500 milliohms and 500 micro amps. Battery indicator LED readout in user interface location Battery charging time to 100% full charge 3 hours or less Battery life warrantied for 3 years or better Minimum battery cycle life: 655 cycles or more Physical properties for carts: Splash protection and anti-microbial for all exposed surfaces Sealed design that is water resistant and allows for cleaning and disinfecting All cabling must be integrated into cart with minimal exposure Monitor mount must allow for the monitor to tilt in multiple directions Monitor mount may allow for optional swivel movement in multiple directions All medication drawers must be interchangeable between all styles of carts. Separate keyboard and mouse tray with washable keyboard and mouse Smart Card Reader compatible with VA PIV Cards and be mounted to the LCD monitor Wireless Bar Code Scanner that must be FIPS 140-2, be able to read VA bar code wristbands, and be mounted to cart in a holster Wired Fixed Scanner that must be FIPS 140-2, be able to read VA bar code wristbands, and be mounted to cart Height adjustment to allow user to sit and/or stand. Centralized Management Software Specific to Centralized Management Software Centralized auditing of keypad access with centralized control user codes Centralized management software for carts. Features should include alarm management, battery management, network activity, and optional integration with RTLS (Real time location system) Centralized management software should be web based (preferred) and have integration to our Active Directory system to access.
