- The Defense Human Resources Activity (DHRA), on behalf of the Joint Advertising, Market Research and Studies (JAMRS) program of the Office of People Analytics (OPA) intends to issue a solicitation using full and open procedures in accordance with (IAW) FAR Subpart 6.1, which will result in a contract award utilizing procedures at FAR Part 12 and FAR Part15. CONTRACT TYPE: Single Award Firm Fixed Price (FFP) Requirements Contract PERIOD OF PERFORMANCE: The anticipated period of performance is for (1) one year base period and four (4) one year option periods. SOLICITATION RELEASE: The Government anticipates release of the solicitation for this requirement via the Government Point of Entry (fedbizopps.com), IAW FAR Subpart 5.2, on/about 7 November 2019, with an estimated contract award during the 1st quarter in Fiscal Year (FY) 2020. DESCRIPTION OF SUPPLIES/SERVICES: This work requires an extensive knowledge and proven expertise in career decision-making, consumer decision-making, and marketing effectiveness theories and involves multi-method personnel research, survey planning, design and development, conducting and administering surveys, analysis of quantitative and qualitative survey data within the context of the Military recruiting and personnel life-cycle environment, multi-source data integration, utilizing traditional and modern advanced analytics to include data science, production of research reports, segmentation, identifying target markets, fulfilling military service specific ad-hoc recruiting and personnel research requests, and consultation from subject matter experts in career decision making and career related behaviors in the Military context. The contractor shall provide all necessary personnel, management, materials, administrative and technical services to meet the requirements specified under individual task orders. The JAMRS program supports the marketing, advertising and market-research needs of the Office of the Under Secretary of Defense for Personnel & Readiness (OUSD/P&R). JAMRS maintains the nation's largest database of recruitment-aged youth names and contact information. The largest operational programs run by JAMRS are the Recruitment and Survey Database, and Joint Leads systems.
