Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source contract to The Boeing Company (TBC), 6211 Aviation Avenue, Jacksonville, Florida 32221 with firm-fixed price and cost-type contract line item numbers (CLINs). The F/A-18 Program Office, PMA-265, has identified a requirement to install Airframe Change (AFC-483) A1 and A2 kits (Blue Angel modification) to an F/A 18C, BUNO 163747, with an option to execute the modification on an additional aircraft in the event the Super Blues do not meet their delivery schedule. The Blue Angel modification for BUNO 163747 must be completed no later than 30 June 2020 to support the Blue Angels 2020 show schedule. This procurement will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufactory) and is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements" as TBC is the sole integrator and installer of the Blue Angel modification for all F/A-18 C and D model aircraft, and is the only source with the knowledge, expertise, support equipment, and on-site personnel necessary to accomplish this effort. The estimated level of effort is approximately 3,000 hours per aircraft. The anticipated period of performance for completion of this modification is six months with performance starting 01 December 2019. The anticipated RFP release date is 08 November 2019. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is for informational purposes only. Companies interested in subcontracting opportunities should contact TBC. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
