Description
Integrated Communications and Switching System Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 80GSFC20Q0001. This solicitation is issued as a request for quotation (RFQ). This acquisition is solicited under Simplified Procedures for Certain Commercial Items specified in FAR Part 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. This acquisition will be conducted as a t otal small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 334220; Small Business Size: 1,250 Employees. The resultant contract will be a firm fixed price type commercial purchase order. NASA GSFC requires a communications system that supports varying missions that will operate in space environments from Low Earth Orbit to Cislunar distances. Specifically, the Government requires an Engineering Design Unit that integrates communications Wide-Band RF Modems/Transceivers and high speed routing/switching capabilities while reducing critical Space Weight and Power. The Integrated Communications and Switching System Statement of Work – Attachment A, which details the requirements, is attached. The delivery of the items to be acquired shall be no later than 7 months after the contract award date. The place of delivery is included in the attached Integrated Communications and Switching System Statement of Work. The place of acceptance and FOB point is Destination. Offers submitted on a basis other than FOB Destination will be rejected as non-responsive. The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. There is no addenda to provision 52.212-1, Instructions to Offerors—Commercial. The provision at 52.212-2, Evaluation—Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers: 1) Technical Capability of the items offered to meet all Government requirements, 2) Delivery Schedule, and 3) Price. Technical and Delivery Schedule, when combined, are significantly more important than Price. Offerors shall provide existing product literature for the items offered. Offerors shall clearly specify the technical features of the items offered and detail how the items offered meet or exceed all Government requirements. In addition, offerors shall provide a top-level schedule which illustrates the schedule that the Offeror intends to follow in order to be compliant with all SOW requirements. Earlier delivery of an Integrated Communications and Switching System is highly desired. The quotation that describes a beneficial and realistic approach to delivering an Integrated Communications and Switching System that meets all requirements a month or multiple months early may be considered more favorably than an offeror meeting the 7-month delivery requirement. Offerors shall include the prices for items that comprise the Integrated Communications and Switching System and specify any recurring and non-recurring costs within its quotation. The Offeror shall also provide a performance requirements matrix specifying the following: Switch - Processing engine (type of chips) and Input/Output detail Radio frequency radios - Data rate and waveform information Optical modems - Data rates and technology/waveform description Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. There is no addenda to clause 52.212-4, Contract Terms and Conditions—Commercial Items.
