Description
These are the White Papers provided by PM SWAR to describe the history and technical details of the Nett Warrior (NW) Personal Area Network (PAN) system. This is a Request for Information from The U.S. Army Program Manager Soldier Warrior (PM SWAR) to identify sources with the interest and capability to provide a 150 W fuel cell. REQUEST FOR INFORMATION (RFI) Program Manager (PM) Soldier Warrior (SWAR) Power Generation 150 Watt 1.0 Description This Request for Information (RFI) is for market research purposes only. The purpose of this RFI is to: (a) Identify potential sources of supply and (b) assist the Government in determining potential responsible sources as well as their technical and production capabilities. This is a request for information (RFI) only. This RFI is issued solely for information and planning purposes. This posting does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website, soon to be affiliated with System for Award Management (SAM). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Please note, the Government is not required to provide feedback to RFI responders. 2.0 Requirement The U.S. Army Program Manager Soldier Warrior (PM SWAR) is conducting a Sources Sought market survey to identify sources with the interest and capability to provide a 150 W fuel cell to provide power at the tactical edge. Requirements related to the operation of the fuel cell are that it must be able to be transported in a rucksack (Threshold), operational while in the rucksack (Objective), and interoperate with the Universal Battery Charger (UBC)-Lite. Any fuel source that can be handled safely by the user is acceptable Minimum requirements are as follows: 1) Nominal power output of 150 W. 2) Output voltages between 10 and 55 V. 3) Ability to connect multiple fuel cells in series, combining their power output. 4) Ability to be transported in a rucksack (Threshold)/ operational while in the rucksack (Objective) 5) Ability to withstand MIL-STD-810 environmental testing. 6) Ability to pass MIL-STD-461 electromagnetic compatibility testing. 7) Conform to the NW specifications outlined in the NW white paper (attached to this RFI). 8) For further information, please reference the attachment labeled, "Uptd_171020 NW PAN White Paper" 3.0 Requested Information Any/all interested companies shall provide the following information: 1) Primary Point of Contact a. NAICS Company is affiliated with 2) Please provide the following information as it applies to your proposed solution(s): a. General Information Requested: i. Provide drawing and or pictures of the proposed solution, to include dimensions and any required accessories. ii. Provide the technical and manufacturing experience of you key personnel. iii. Provide information related to similar items that your company has in production. b. Technical Information Requested: i. The Technology Readiness Levels (TRL) for the proposed solution along with the supporting rationale. ii. Provide a description of the technology to include maximum power output, fuel source, Size Weight and Power - Cost (SWAP-C) analysis, and its ability to be interface with the existing Nett Warrior kit. iii. Has the technology been tested by any DoD organizations? If so, please provide a summary of the testing along with a point of contact. iv. Has the technology been tested or demonstrated in a tactical environment? If so, please describe the results. v. What are the interfaces/connectors used with your product(s) for power (and/or data/Systems Management Bus (SMBus) connections? vi. Has any form of Eloctromagnetic Interference (EMI) testing been conducted? c. Production Information Requested: i. Is the product currently commercially available? If so, please provide brochure, website, etc. ii. Provide the Manufacturing Readiness Levels (MRL) of the proposed solution along with the supporting rationale. iii. What is a Rough Order of Magnitude (ROM) of the cost of your product? Identify production quantity break points that achieve economies of scale. iv. What, if any, efforts are required to put the product into production, along with estimated milestones and timelines. v. Are there any proprietary interfaces or royalties associated with the product? 3) What components of your product(s) are made outside the United States, and what percentage of the total product does that constitute? 4.0 Responses Interested parties are requested to respond to this RFI with a white paper. White papers shall be submitted in Microsoft Word for Office 2000 or Adobe Acrobat compatible format and are due no later than 06 December 2019, 3:00 P.M. Eastern Standard Time (EST). Responses shall be limited to fifteen (15) pages in length single sided, Times New Roman, with a minimum size font of 11, submitted via e-mail to Contract Specialist, Amanda Bailey: amanda.m.bailey32.civ@mail.mil, Contracting Officer, Samantha L. Data sheets, existing commercial documentation and or product literature can also be submitted, and if included, do not count towards the fifteen (15) page maximum. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. All information received shall be safeguarded from unauthorized disclosure. Responses must be unclassified. The Government will be utilizing non-government personnel that have Non-Disclosure Agreements on file with the Government. Systems Engineering and Technical Assistance (SETA) contractors employing these individuals and supporting this effort are identified below. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. This is a RFI only as defined in FAR 15.201(c) to obtain information about TRLs, MRLs, capabilities and market information related to the technology of interest for planning purposes. Of particular interest are the technical, manufacturing, market capabilities, and barriers to establishing a viable business for the technology of interest. This RFI is not a request for competitive proposals, therefore responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time. Please note, the Government is not required to provide feedback to RFI responders.
