Description

NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA), VISN16 to include: Alexandra, Biloxi, Fayetteville, Houston, Jackson, Little Rock, New Orleans, and Shreveport. The Department of Veterans Affairs (VA), VISN16 Houston, Texas, intends to award a sole source contract, in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., to Draeger, Inc. Based on the responses from this notice the VA will determined if this procurement shall be issued as a sole source due to their proprietary technology the precision components of the equipment. REQUIREMENTS INTENT: The Contractor shall provide all software and hardware upgrades, maintenance and technical support services for the Draeger Inc. Innovian Anesthesia and Innovian Anesthesia Analytics Reporting Tool systems, in both the Test and Production environments, within the Eastern Oklahoma VA Health Care System (EOVAHCS). This maintenance and support shall include all scheduled preventive maintenance, unscheduled repairs/corrective maintenance, server and work station upgrades and replacements, technical support, database administration support and training services described in this SOW. The Contractor shall ensure that the Innovian Anesthesia operates in a safe, effective, and efficient manner. A base plus four option years, service contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. Since the intent is to procure these services on a sole source basis, no solicitation will be posted to FedBizOps (FBO). This notice of intent is not a request for competitive quotes. This is not a solicitation or request for offers, so no solicitation package is available.   Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.   Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and clearly indicate that the respondent is capable of successfully fulfilling the requirement. No mail, email, or telephone inquiries will be accepted.     If no responses are received, the Government will proceed with the award.   The Government will not be responsible for any costs incurred by responding to this notice. The NAICS code is 811219. The PSC is J065. The authority for applying the Simplified Procedures for Commercial Items FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. All responses are due on Monday, October 28,2019 @ 12:00 PM (NOON).
