Description
The subject Defense Logistics Agency Troop Support (DLA-TS) procurement is for Clipboard, Pilot's; NSN: 8465- 01-578-6430. Manufacturing of the Clipboard, Pilot's shall be in accordance with Drawing 823AS300. Solicitation is for an Indefinite Delivery, Indefinite Quantity, Firm Fixed Price contract with one 12-month base and three 12-month option terms for the following quantities: The base and option year quantities are Guaranteed Minimum 2,136; Annual Estimated Quantity 2,700 and the Annual Order Limitations Quantity 4,750 All responsible sources may submit a proposal which shall be considered by DLA. The solicitation issue date is October 23, 2019. Suggested Sources of Supply: Hendricks Sewing (06HC3) Part Number #C30-A08 Wing Pensacola (0YNX7) Part Number #368017 ANY ALTERNATE ITEMS SHALL BE SUBMITTED FOR TESTING/EVALUATION TO NAWCAD-WINDBLAST TEST FACILITY. ALL COSTS FOR TESTING SHALL BE PAID FOR BY THE VENDOR. THE VENDOR'S ALTERNATE ITEM MUST BE APPROVED BEFORE AWARD. TESTS MAY BE PERFORMED BY OTHER LABORATORIES,HOWEVER WE REQUIRE THAT THE VENDOR SUBMIT INFORMATION PERTAINING TO AN ALTERNATE LAB FOR CERTIFICATION PRIOR TO TESTING/AWARD TO THE CONTRACTING OFFICER. ALL TESTS CONDUCTED AT THE WINDBLAST TEST FACILITY OR ALTERNATE LABORATORY WILL BE EXECUTED IN ACCORDANCE WITH THE STANDARD OPERATING PROCEDURES(SOP)FOR THE WINDBLAST TEST FACILITY AND THE TEST PLAN. This is a 100% Small Business Set-Aside acquisition. FAR 13.5 procedures will be used in accordance with the DoD Source Selection Procedures dated 31 March 2016. NAICS Code: 33999; Business Size: 500 employees The Destination for all deliveries will be Austin, TX, Pendergrass, GA, or Lansing, MI. Unit Price will be FOB destination with a production lead time of 150 days for initial and 90 days for subsequent delivery orders. Take Note: DFARS Clause 252.225-7001 BUY AMERICAN ACT AND BALANCE OF PAYMENTS PROGRAM (NOV 2014) DFARS is applicable. In accordance with this Clause, all material supplies and work are required to be from United States. Product shall be 100% manufactured in the United States. Notice: This acquisition is being processed under the authority of FAR 13.5, 'Test Program for Certain Commercial Items' and therefore will utilize simplified procedures for soliciting competition, evaluation, and award documentation and notification that comply with FAR 13.1. The Government intends to make an award to the responsible offeror who conforms to the terms and conditions of the solicitation and submits the lowest price that is determined fair and reasonable. Past performance will not be considered during evaluations. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
