- J&A for Sole Source THIS IS A SYNOPSIS for sole source commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice for awarding a sole source contract on the supplies required. This synopsis is posted as required by FAR Part 5 using the commercial procedures in accordance with FAR Part 12. The Sole Source procedures used are in accordance with FAR Part 6.301-1. This synopsis document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 and DFARS Publication 20190913. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to award a Firm Fixed Price contract for Holographic Mannequins for the MCRD Parris Island, SC Museum to AAMSCO Lighting, Inc. The North American Industrial Classification System (NAICS) code for this requirement is 339950 with a size standard of 500 employees. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are shall be adhered to and will be contained in SF1449 contract upon award. Salient Characteristics and Museum notes: Two static life-size mannequins with a talking, 3D-holographic head. At present, the existing static display is problematic due to poor mounts and absence of a protective case, they have become worn and not appropriate to portray the most positive image of modern day USMC Drill Instructor. The new display will include one male Drill Instructor and one female Drill Instructor, reciting the "Yellow Footprints" speech at Receiving. It will be a part of the Modern Recruit Training Exhibit "Making 21st-century Marines" and placed at the entrance of the west wing of the museum adjacent to the yellow footprints exhibit area. This order includes 2 mannequins, one male and one female, with programmed holographic heads and display case. The mannequins must have customized realistic facial motion with audio featuring Parris Island DI scripts. The mannequins will include a glass case measuring 25.5" x 27.5" x 86.6". Each mannequin display case will include an activation button so the visitor can start the audiovisual program. The display must not need internet access; only a power supply. The system will not use software or a computer. The holographic display will be produced through the top of the base unit with wiring, speakers, monitors and a module that holds a SIM card. The mannequin exhibit will not be connected to the MCEN system in any way, and will be a stand-alone audio and display system for use only in the museum. The vendor will dress the mannequins in uniforms provided by Parris Island Museum and install the display. The mannequins must be moveable or posable at the waist, arms and legs. An option for realistic, posable figures would be ideal but not necessary to meet the requirement. The sizes of the mannequin must be as follows: Male Female Height with holographic head: 74" Height with holographic head: 71" Chest: 37.5" Bust: 34" Waist: 29.5" Waist: 24.5" Collar size: 14.5" Hips: 35" Inside leg: 32.5" Shoe size: 5 Shoe size: 9 Heel height: 3.5" Heel height: ¾" Parris Island Museum will provide the uniforms for the mannequins. The museum will also provice a script of the Receiving Speech and audio files for use as examples of tone and volume of the Drill Instructors
