- Market Survey SOURCES SOUGHT: This is a sources sought notice only; it is not a request for competitive proposals. US Army Corps of Engineers, Savannah District, is conducting market research to identify potential sources capable of upgrading Propane Air Mix Plant Emergency Reserve (PAMPER) system with one capable of supporting base's gas load at Robins Air Force Base, GA. DESCRIPTION: Upgrade Propane Air Mix Plant Emergency Reserve (PAMPER) system with one capable of supporting base's gas load and meets operational safety requirements. Include leak detection and repair of gas distribution system to optimize efficiency and capacity requirements. Current system capacity is approx. 276,000 CF/hr. Base peak demand is 290,000 CF/hr. Injector/vaporizer unable to support base gas demand. Tasks include: Civil/Soils: Enlarge fenced area and paved access as needed and enlarge graveled area to comply with NFPA 95 standards, and potential expansion for future tanks. Provide updated site signage, painting tanks #10, 11, 12 & piping as needed. Installation of a stairway over the piping between front and rear tanks to facilitate egress from both sides of corridor created by the two rows of tanks. Relocate controls buildings further from tanks for code compliance. Electrical: Upgrade electrical support to controls system(s) including remote operator work station in BCE Bldg 1555, approximately 3/4 mile from the PAMPER plant site. Electrical support to igniters, thermometers, meters, and gauges. Fire Protection: Replace obsolete fire alarm panel and associated components. Ensure fire protection measures (placement, grounding, spacing, etc.) are met. Emergency shut down/relief valves (excess flow valves) will be rebuilt or replaced. Mechanical: Replace obsolete, and add new as needed, flow, mixing, & control valves & regulators Mooney valves), pumps, air dryer(s), compressors, control system, liquid/vapor flow meters, temperature & pressure gauges, system programming, new delivery point flex connections. Evaluate installing sub-meters at various locations as means of leak detection. NAICS: 236220 - Commercial and Institutional Building Construction (Size Standard $39.5M) SUBMISSION: All interested contractors with 236220 as an approved NAICS code should respond to the attached survey by email to Daniel.a.helmig@usace.army.mil no later than 15 November 2019 at 2:00 pm Eastern Standard Time.
