- MARKET SURVEY FOR ASR- Low Noise Transistors P/N AT-8250 NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED OR EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. This is a market survey is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1 for information and comments from industry that will aid in the formation of an acquisition strategy for the acquisition of ASR-9 Low Noise Transistor P/N AT-8250. The draft requirements are identified in the attached Statement of Work (SOW). The FAA has an anticipated requirement for 1,000 new ASR-9 Low Noise Transistors (20 First Article Pre-Production units). This generic low noise transistor is a sub-component of the Low Noise Amplifier (LNA) which resides in the microwave section of the ASR-9. The ASR-9 Low Noise Transistor is a custom transistor with physical, performance and operational requirements specifically tailored to meet FAA needs. The enclosure provided herein represent the available Government specification package being furnished to industry to aid potential vendors to determine their capability to produce this commodity. This requirement is defined as a œbuild to specification commodity. Therefore, this item must strictly conform to the specification parameters provided in order to serve as a replacement for the ASR-9 Low Noise Transistors within the ASR-9 legacy system. Vendors are strongly encouraged to carefully review the specification package completely to ensure they can fully comply with all requirements herein. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor ™s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing equipment and services per the Statement of Work (SOW). Respondents to this Market Survey are encouraged to provide comments regarding the government ™s approach to this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS “ 334418, Printed Circuit Assembly (Electronic Assembly) Manufacturing Size Standard “ 750 Employees Interested firms are required to submit a copy of their SBA 8(a) certification letter, if applicable. The FAA requires interested vendors to address the requirements in the attached draft Statement of Work (SOW). This document is provided for feedback and comments. Each vendor should include the following information along with their submission: 1. Capability Statement - This document should identify: - Type of supplies and services that will be provided by your firm (i.e.: brand, model / part numbers, specifications, etc.) - Size and type of similar previous contracts (elaborate and provide detailed information and past performance) - Number of years in business 2. Clearly state whether or not you can provide all of the types of supplies listed in the draft SOW. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. Rough Order of Magnitude (ROM) or budgetary estimate for the items described in the draft SOW. The electronic response submitted by interested vendors should be in a Portable Document Format (PDF) or Microsoft Word format. Submission should not exceed fifteen (15) pages in length and the pages should be single-sided. The Business Declaration Form is NOT included as part of the 15 double-spaced, single-sided pages. Page size must be 8-1/2 by 11 inches with one (1) inch margins. The text font must be in Times New Roman twelve (12) point or larger. Please note that the FAA email server restricts file sizes to 10 MB per email. Larger files must be submitted in more than one email. All responses to this market survey must be received by 5:00 p.m. Central Time (Oklahoma Time) on November 14, 2019 and be no more than 15 pages in length. Vendor response must also include: A completed Business Declaration Form (see Attachment 1), and Company Point(s) of Contact (POC), telephone number(s), email and mailing addresses.
