Description
NAVAIR intends to enter into sole source negotiations and subsequently award a modification under CVN-79 / CVN-80 Production contract N00019-14-C-0037 to General Atomics (GA), San Diego, California (CA). The anticipated modification will be for product support of the EMALS and AAG systems. Services to be procured include Diminishing Manufacturing Sources/Material Shortages (DMSMS)/Obsolescence tracking/mitigation/gap analysis, configuration management support, in service engineering/technical support, maintenance and reliability planning, and other associated support as required. EMALS is an aircraft launch system that provides the Government with the ability to launch current and projected carrier based, Nose Gear Launch (NGL) equipped aircraft. EMALS will replace the current steam catapult launch system, which is labor intensive and is approaching its designed structural operating limit. AAG is an aircraft arrestment system that provides the Government with the ability to recover current and projected carrier based tail-hook equipped aircraft. AAG will replace the current MK7 arresting gear. As the sole designer, developer and manufacturer of the EMALS and AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
