Description
The Department of State is conducting market research to determine the degree of interest and capability by U.S. 8(a) businesses only in providing two Ministry of Defense Advisors (MODAT) to advise the Somali Ministry of Defense as it seeks to extend effective civilian control over the Somali military. Along with the advisors, the contractor will provide all necessary life support, secure transportation, equipment, and supplies required by MODAT to accomplish these advisory tasks. Specific tasks for this effort include the following: - Supporting the Office of the President in the development of a National Defense Strategy. - Supporting the Minister of Defense in the development of MoD policy and strategy documents that promulgate the National Defense Strategy. - Supporting the development of policies and strategies that define force structure, doctrine, and strategy. - Supporting the development of a functioning administrative system, to include the consistent payment of salaries to Somalia military personnel. - Supporting the development of critical systems for the Defense Ministry. - Supporting the development of policies and strategies for disarmament, demobilization, and reintegration of armed groups (if appropriate) and pensioning of security forces personnel. Responses must clearly demonstrate capabilities through examples of previous and/or current advisory contracts in austere environments Outside the Continental United States (OCONUS).
