ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR) at Patuxent River, MD announces its intention to award a contract for the implementation of an Engineering Change Proposal (ECP); developed under a previous contract, associated with the AN/ALQ-99 Low Band Transmitter (LBT) Vertical Polarization (VPoL) Antenna. The LBT VPoL ECP development contract (N00019-18-C-1058) is currently being performed by Cobham Advanced Electronic Solutions Division, 305 Richardson Road, Lansdale, PA 19446. ELIGIBILITY The Product Service Code (PSC) for this requirement is 1680. The North American Industry Classification System (NAICS) is 334511, with a size standard of 1,250 employees. PROGRAM BACKGROUND The currently fielded AN/ALQ-99 VPoL Antenna is part of the AN/ALQ-99 LBT Antenna Group and is flown on the EA-18G aircraft. In 2018, Cobham was awarded on a sole source basis; contract N00019-18-C-1058 to develop an ECP to improve the efficiency and reliability of the VPoL antenna assembly. The ECP developed under Cobham contract N00019-18-C-1058 for the LBT VPoL antenna addresses current readiness requirements by eliminating the need to fly two separate LBT transmitters to cover the frequency sub-band division found in the current LBT VPoL antenna design. This follow-on effort is for a major system and highly specialized equipment, including components thereof. The contractor will implement the aforementioned ECP, which will require LBT VPoL antenna modifications and subsequent acceptance testing of these modified VPoL antennas. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance will be from Fiscal Year (FY) 2020 through 2023. ANTICIPATED CONTRACT TYPE The contract type is anticipated to be Firm Fixed Price. The resulting contract is expected to consist of a base and two (2) options. REQUIRED CAPABILITIES This procurement requires the capability to implement an engineering change to modify the existing LBT system to improve performance and increase reliability of the highly specialized VPoL Antenna currently in use. This effort will include procurement, installation, and acceptance testing of approximately 221 modified VPoL Antenna assemblies. Deliveries are required to commence within eight (8) months after contract award, and continue at a rate of approximately eight (8) units per month. Interested parties should have the capability to provide a complete solution for this LBT VPoL Antenna ECP implementation requirement. No partial solutions will be accepted. INCUMBENT This is a follow-on requirement. The incumbent contractor is: Cobham Advanced Electronic Solutions Division, 305 Richardson Road, Lansdale, PA 19446.
