- 1. Introduction Defense Counterintelligence and Security Agency (DCSA) Contracting Office is seeking information from industry to assist with the development and planning of a potential new requirement to support the Defense Vetting Directorate (DVD) Enterprise Business Support Office (EBSO). This is a request for information (RFI) only. All responsible and capable businesses, both large and small, are invited to submit a response to this RFI. The Government is contemplating setting this action aside to a specific category of small business, such as WOSB, HUBZone, 8(a), or SDVOSB, however no determination to do so has been made. Therefore, it is requested that all small business contractors that are interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. 2. Disclaimer This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the DCSA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. 3. Background The Department of Defense (DoD) has delegated to DCSA the authority to conduct security, suitability, fitness and credentialing background investigations. DCSA has authority to request fingerprint checks on prospective military members, federal employees, and contractor personnel. In order to streamline the background investigative process, the effective and timely capture of fingerprints is a critical component to candidate vetting and authorization for employment and/or recruitment. The National Background Investigation Service (NBIS) is a DoD Information Technology (IT) system that will replace many of the aging Office of Personnel Management's (OPM) National Background Investigation Bureau (NBIB) IT legacy systems. NBIS will become the U.S. Government's national system for all personnel background investigations and will be operated by DCSA. The purpose of NBIS is to automate the Security, Suitability, and Credentialing (SSC) background investigation process to the maximum extent possible for all federal employees, military personnel, and contractors who work/will work for or on behalf of the Federal Government (Capability Development Document for National Background Investigations System [NBIS CDD], 23 MAY 2017). The Under Secretary of Defense for Intelligence (USD(I)) signed a memorandum on June 22, 2016, directing all DoD components to use SWFT+. SWFT+ is the enterprise capability for the capture, storage and forwarding of electronic fingerprints. SWFT centralizes the enrollment of electronic fingerprints and sharing them with authorized government entities and critical investigative service providers (ISPs). SWFT+ is running on NBIS Defense Information Systems Agency (DISA) enclave managed by Defense Manpower Data Center (DMDC). SWFT+ is a system owned and operated by DMDC and is the enterprise electronic fingerprint solution. SWFT+ is a web enabled system that standardizes the electronic capture and submission of digital fingerprints. SWFT+ is responsible for capturing fingerprints from subjects applying for a national security position that require a background investigation. 4. Scope of Effort The scope covers the implementation, support and operational maintenance of an enterprise capability for the capture, storage and forwarding of electronic fingerprints. As mandated by the USD(I), the DoD was directed to use SWFT+. However, DCSA is now seeking information from industry to identify alternatives to SWFT+. Alternate solutions need to adhere to information and technical specifications provided in this RFI and should minimally address: a. Ability to incorporate (with minimal overhead and user disruption) existing DoD, Federal and commercial fingerprint networks in operations today; b. Ability to onboard new devices quickly, become compliant with new market biometric technologies, while retaining compliance with legacy technologies; c. Ability to meet DoD cyber security standards for sensitive unclassified biometric PII; d. If cloud components involved, those components are DoD IL4 compliant; e. Strategy for full CONUS coverage (and some OCONUS) for subject biometric collection ; f. Strategy for minimizing PII stored on biometric capture devices; and g. Strategy for minimizing burden to subjects during holistic fingerprint/biometric collection workflow. 5. Requested Information Interested parties are requested to respond to this RFI with a white paper detailing the identification of a SWFT+ -like solution capable of scaling across the DoD enterprise. The white paper must include a detailed description of the technical support required to satisfy the desired capabilities described in this RFI. The white paper is initially sought to preclude unwarranted effort on the part of the offeror prior to an initial assessment of the technical and operational feasibility of the concept by DCSA. The white paper shall be written from a system solution perspective showing how the concept and development methodology could satisfy the stated desired capabilities and outcomes. Each white paper should include at a minimum: a. Hardware needed with specific operating systems, software versions and specs; b. End product physical and performance technical data; c. Analysis on the speed to scale to include the administrative support benefits such as managing user accounts and assigning permissions; d. An assessment of the Technology Readiness Level (TRL) of the proposed solution; e. Performance schedule and cost to complete similar projects of this scale f. Government contract numbers and their respective Points of Contact for similar projects of this scale g. Rough Order of Magnitude (ROM) costs for program support and software licensing; h. Ability to manage and secure up to TOP SECRET information; and i. 8. Options for life-cycle sustainment support utilizing existing commercial and/or Government (DoD) infrastructure and average annual costs. 6. Submittal Information: All responsible sources may submit a response in accordance with the below information. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Submit your response by the time and date indicated therein. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the information required in sections 4 and 5 of this RFI and must include the following: A. A cover page shall include, at a minimum: Name of Company CAGE Code GSA FSS and/or PSS Contract Number(s) Data Universal Numbering System (DUNS) Point of Contact NAICS code(s) Phone Number Socioeconomic Status Email Address Company Business Size B. Submissions cannot exceed 25, single spaced, 12-point type with at least one-inch margins on 8 1/2" X 11" page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI. Oral communications are not permissible. NOTE: Technical questions may be submitted to the Contracting Office as part of your response, however, questions directed to the Program Office are prohibited. Responding parties must submit UNCLASSIFIED white papers and input files to be received no later than 5:00 PM Eastern Daylight Time (EDT) 11/07/2019. Provide full unclassified response in Microsoft Word or Portable Document Format (PDF) via email to Daniel Wartell, Contract Specialist at daniel.wartell@nbib.gov. Please include "SWFT+ Alternate Solution(s) RFI" in the subject line of your response. Mark your response as "Proprietary Information" if the information is considered business sensitive.
