- DRAFT PWS Request for Information (RFI) (Market Survey) for a Navy Parachute Contract (NPC) In Support of Naval Special Warfare Command REFERENCE NUMBER: H92240-20-R-0002 1. INTRODUCTION: The Naval Special Warfare Command Contracting Division at Coronado, CA has a requirement for Basic Static-Line (S/L), CIN: A-431-0135 and Free-Fall (F/F), CIN: A-431-0136 Parachute training for military personnel in support of Naval Special Warfare. This requirement includes providing all labor, material, equipment, maintenance, transportation, training and support services necessary to deliver, operate and support the training requirement. 2. PURPOSE: The Government will utilize feedback received from industry to: • Determine industry capabilities to meet future anticipated requirements • Determine extent of small business capability and participation in any resulting solicitation • Determine possible location (Contractor Location vs. Government Location) • Develop an acquisition strategy that will achieve competition and satisfy Government requirements in an efficient and effective manner • Improve or clarify Government requirements documents, as necessary 3. ANTICIPATED CONTRACT STRUCTURE • Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract • Firm-Fixed Price (FFP) task orders • Single or multiple awards to firm(s) 4. POSSIBLE PLACE OF PERFORMANCE • San Diego, California • Contractor's location 5. ANTICIPATED PERIOD OF PERFORMANCE (POP) • IDIQ with a five (5) year ordering period; estimated to begin on or around November 2020 through August 2025 • Actual Task Order performance subject to POPs established at the Task Order level 6. ANTICIPATED SOURCE SELECTION APPROACH • A competitive, best-value tradeoff source selection conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 • Evaluation conducted in accordance with DoD Source Selection Procedures and inclusive of Price and other Non-Price factors, such as: o Staffing, Management and Retention of Personnel (Adjectival Rating) o Technical Experience (Adjectival Rating) o Past Performance (Confidence Rating) 7. MARKET SURVEY SUBMISSIONS: Firms potentially capable of meeting the NPC requirement are hereby invited to submit their interest, capabilities and experience, and PWS and source selection approach feedback for NSWC's consideration. Please submit in the following format for your response to receive consideration: Volume I - Corporate Description Volume II - Performance Work Statement (PWS) Feedback Volume III - Source Selection Approach Feedback Volume IV - Corporate Capability and Experience with similar efforts 7.1 Volume I - Corporate Description. Limited to two (2) pages. Under the Corporate Description section, submit the following: (1) Name and address of firm; (2) Two points of contact, including: Name, title, phone, and e-mail address; (3) CAGE Code and DUNS Number; (4) Proposed North American Industry Classification System (NAICS); (5) Business Size under proposed NAICS Code (6) Organizational chart with explanation of its organizational structure 7.2 Volume II - PWS Feedback. Limited to two (2) pages. The Government has included a draft IDIQ PWSs to this market survey. As part of the submission, interested parties are encouraged to provide feedback relating to the Government's current description of requirements. Interested parties should provide feedback on how the Government might better clarify or define the proposed requirement. Submissions may also identify any areas of concern on the Government's performance expectations, or any areas requiring further clarifications. The Government has also provided labor categories and labor category descriptions anticipated to be required to perform under the NPC effort. 7.3 Volume III - Source Selection Approach Feedback. Limited to two (2) pages. Interested parties are encouraged to provide feedback on the Government's anticipated source selection and procurement approach. 7.4 Volume IV - Corporate Capability and Experience with similar efforts. Limited to three (3) pages. Under the Corporate Capability and Experience section, submit the following: (1) Chart outlining PLACES OF PERFORMANCE which your firm is capable of performing in. (2) Capability and/or Experience with providing a S/L & FF COI. Submit responses to this Market Survey to Matt Morelewski, N01C, via email at Matthew.Morelewski@socom.mil by 4:00 PM Pacific Time, 08 NOV 2019. The Government will post results of the Market Survey. Information obtained in the Market Survey may be used to develop the Acquisition Strategy and any resulting Solicitation. This is a market survey only, is not a solicitation, nor does it guarantee a solicitation will be issued. Any information submitted in response to this market survey is strictly voluntary. The Government will neither award a contract solely based on this market survey, nor pay for any information submitted by respondents. This market survey is a request by the Government to collect information from interested vendors for the purpose of market research. Not submitting a response to this market survey will not prohibit/exclude an interested vendor from participating in any future solicitation. This market survey does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable Government regulations.
