Description
SOURCES SOUGHT Repair Bldg 27610, Aviation Maintenance Training, Fort Eustis, VA This is a sources sought notice only; it is not a request for competitive proposals. There are no solicitations, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest, and availability, of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice. ALL INTERESTED SMALL BUSINESS (SB), SMALL DISADVANTAGED BUSINESS (SDB), SERVICE DISABLED VETERAN OWNED SB (SDVOSB), VETERAN-OWNED SMALL BUSINESS (VOSB), HISTORICALLY UNDERUTILIZED BUSINESS ZONES (HUBZONES), QUALIFIED SECTION 8(A) OR WOMEN-OWNED SMALL BUSINESS (WOSB), QUALIFIED SECTION 8(A) ALASKAN NATIVE/TRIBAL/HAWAIIAN NATIVE CONTRACTORS FIRMS SHOULD RESPOND TO THIS NOTICE UNDER NAICS CODE 236220. Project Description: Design-Bid-Build Repair of existing training space - 32,804 Square Feet, with provisions to address: the interior configuration, life/safety, energy conservation, and utility systems which can no longer accommodate modern training conditions. Architecture repairs will address deficiencies for programmed functions such as general instruction classrooms, low bay aviation maintenance training classrooms, safety buffers, storage, and restrooms. Interior repairs will address walls, floors, and ceilings. Building exterior and envelope repairs will address water infiltrations systems, structural roof systems, insulation and waterproofing, window replacement, and exterior façade. Mechanical/Electrical/Plumbing repairs will be made to fire suppression and water supply systems, fire alarm and mass notification system, fire Detection-protection monitoring-controls, heating and ventilation systems, plumbing systems, electrical systems, telecommunication and cabling systems. Air conditioning will be added to low-bay aviation maintenance training classrooms. Repair will include the abatement of all HAZMAT that is known. The Contracting Officer has classified this requirement as Construction of Commercial and Institutional Building Constructions, North American Industry Classification System (NAICS) code 236220. The small business size standard is $36.5 million. In accordance with FAR 36.204(g), the magnitude of construction for this project is between $5,000,000 and $10,000,000. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this Sources Sought. Only interested, capable, qualified and responsive small business contractors with the minimum capabilities (i.e. Refer to Project Description) are encouraged to reply to this Sources Sought announcement. The Sources Sought response should demonstrate knowledge of, experience in, and ability to successfully execute. It is anticipated that the Government will issue a firm fixed price contract. Interested contractors must furnish the following information: General Information: 1. Bidders must complete the attached Sources Sought Bidder Information Form to detail the following: 2. Please submit your company's Cage code and DUNS number to verify your business status as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB), Qualified Section 8(a) Alaskan Native/Tribal/Hawaiian Native Contractors must be registered in the System for Award Management (SAM) at time of contract award. Indicate the primary nature of your business, business size in relation to the NAICS Code 236220, and capability to execute the capabilities listed above. 5. Provide three (3) examples of construction projects completed in the last five (5) years that demonstrate experience similar in scope and contract value to the project description. Projects involving Repairs and renovations of facilities (20,000 - 35,000 sf) that involve multiple architectural-engineering disciplines and multiple sub-contractors are considered to be similar in scope. Projects that are $5,000,000 or greater are considered to be similar in contract value. 6. A statement of the portion, by percentage, of the work that will be self-performed on this project, and how it will be accomplished; include a statement of the number of subcontractors by discipline. 7. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited proposals, and will not accept telephone inquiries.
