Description
Tilt Table Mechanism Product Description The USACE Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Motion Industries, 510-B Highway 80 West, Jackson, MS 39204, to supply the tilt table mechanism not later than 01 March 2020. The tilt table mechanism is to include screw jacks, gearboxes, AC drives, amplifiers, controllers, encoders, PLC, associated wiring, cables, three position sensors, PLC programming, system schematics, safety relays, fuses, main disconnect, commissioning fee, tablet control, and three-year support service. All included items in the required set up must function seamlessly for the compatibility of the high performance tilt table mechanism. Support and assimilation provided in the unified system is paramount where the integrated components are dependent on one another. Furthermore, the accuracy and precision of the tilt table mechanism are directly correlated with a congruent system. This procurement action is exercised as sole source pursuant to authority of FAR 13.5 (a) This subpart authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $7 million ($13 million for acquisitions as described in 13.500(c)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. Contracting officers may use any simplified acquisition procedure in this part, subject to any specific dollar limitation applicable to the particular procedure. The purpose of these simplified procedures is to vest contracting officers with additional procedural discretion and flexibility, so that commercial item acquisitions in this dollar range may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both the Government and industry (10 U.S.C.2304(g)) and 2305 and 41 U.S.C.3305, 3306, and chapter 37, Awarding of Contracts. (b) When acquiring commercial items using the procedures in this part, the requirements of part 12 apply subject to the order of precedence provided at 12.102(c). This includes use of the provisions and clauses in subpart 12.3. This Notice of Intent is for information purposes only. This is not a request for competitive proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 333515 with a Small Business Size Standard of 500 employees. All sources eligible to provide the requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 5 calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Interested parties may submit their capabilities statement for consideration by the Government to Robyn.D.Wells@usace.army.mil.
