Description
The NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract to Scientific Applications & Research Associates (SARA) for the purchase of two (2) each passive acoustic non-cooperative aircraft detection systems. Authority is in accordance with FAR 13.106-1(b) (1) (i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). In support of the Resilient Autonomy (RA) project, the Contracting Officer has determined that SARA is the only company capable of providing a passive acoustic sensor system that is technically compatible with the existing run-time assurance modular architecture associated with the Resilient Autonomy project testbed platform (e.g., the L3 Latitude HQ-90C Hybrid Quadrotor). Utilization of any other hardware, will result in a substantial of time and technical effort (i.e. non-recurring engineering, verification, and validation) that is not expected to be recovered through competition. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on October 29, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
