REQUEST FOR INFORMATION- REQUEST INDUSTRY PROVIDE INFORMATION AND A BUDGETARY COST ESTIMATE FOR TURN-KEY SUPPLY, INSTALLATION AND TRAINING FOR A 3D PRINTER AT TOBYHANNA ARMY DEPOT, TOBYHANNA PA 18466 BACKGROUND AND BASIC REQUIREMENTS This Request for Information (RFI) is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for providing the turn-key installation of a 3D Printer to include all necessary engineering and design; to include the site preparation work; to include the supply, delivery, installation, documentation and personnel training for a 3D Printer. This RFI is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Companies responding to this RFI are advised that a response does not ensure participation in a future solicitation or contract award. The Government will not reimburse participants for any expenses associated with participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted as part of responses to the RFI should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. GENERAL REQUIREMENTS The Government is seeking to identify contractors capable of satisfying this requirement at the prime contractor level with full responsibility for contractor and sub-contractor personnel, equipment, and services. The Government requests that submitting contractors identify a representative to support further Government inquiries and requests for clarifications of the information provided. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. Responses to this RFI should include the name, telephone number, and email address of a Point of Contact (POC) having authority and knowledge to discuss responses. DRAFT General 3D Printer Information • The 3D Printer is to be delivered to Tobyhanna Army Depot in Tobyhanna, PA, and installed within a building at Tobyhanna Army Depot. • The 3D Printer usable volume is to be 12"x12"x12", minimum. • The 3D Printer will use plastic only. • Please identify the minimum layer resolution for the 3D Printer. • Please identify build plate and build chamber characteristics including temperature sustainment. • Please describe software used by the 3D Printer for operation. • Please identify utility requirements for the 3D Printer. • Please identify special environmental requirements for the 3D Printer operation, including any hazardous wastes that may be produced. • Please identify extruder capabilities and characteristics. • Please identify training that is offered; training location; and duration of training for operator personnel and for maintenance personnel. • Please identify calibration requirements. • Please furnish product data sheets for 3D Printers identified in response to this RFI. • The below are updated requirements for all Information Technology (IT) equipment that are to be connected to a Government computer network. Definitions This section contains explanations of terms used in this document. They are taken from, and not to supersede, those definitions given in Army Regulation (AR) 25-1. All terms used in this document are in accordance with AR 25-1. In accordance with definitions put forward by AR 25-1 TYAD considers hardware and software related to this equipment to be Information Technology equipment. Hardware Requirements Only standardized, Government owned, managed, and maintained computing hardware shall be utilized as workstations or servers. Without exception, all Information Technology (IT) equipment shall comply with any and all applicable Security Technical Implementation Guides (STIGs) and Security Requirement Guides (SRGs) as published by the Defense Information Systems Agency (DISA). This includes STIGs and SRGs regarding physical security. STIGs can be publically viewed on the DOD Cyber Exchange website (public.cyber.mil/stigs/). In addition, all IT equipment will comply with relevant Department of Defense (DOD) guidance and mandates regarding hardware lifecycle upgrades. Upon solicitation, plans to meet these requirements must be laid out by the vendor and deemed acceptable by TYAD. Also upon solicitation, vendor must submit detailed part information of all IT equipment and IT components to be delivered to TYAD. Prior to final award the vendor must be able to provide documentation as proof that these requirements have been met. Software Requirements Without exception, all IT equipment shall comply with any, and all, applicable STIGs and SRGs developed by DISA, as well as relevant Army guidance, and mandates. All are publically available on the DOD Cyber Exchange website (public.cyber.mil/stigs/). Any, and all software intended to be used on, with, or in support of an IT equipment is required to have a current and valid Authorization to Operate (ATO) which denotes approval from TYAD Configuration Control Board (CCB). ATO and CCB approval are to be provided by TYAD but are contingent on the vendor meeting the requirements in the final Statement of Work. Upon solicitation, plans to meet these requirements must be laid out by the vendor and deemed acceptable by TYAD. Also upon solicitation, vendor must submit detailed software information of all software and software packages existing on IT equipment and components to be delivered to TYAD. Prior to final award the vendor must be able to provide documentation as proof that these requirements have been met. Support Requirements All IT equipment are required to have a valid support contract for at least the software and firmware. While a support contract is in effect the following requirements and all those listed in applicable DISA STIGs and SRGs, as well as relevant DOD guidance, and mandates shall apply. Testing Requirements The vendor and any and all of their sub-contractors, shall provide additional hardware and licenses to simulate all system functionality in a laboratory environment. These assets are to be used for testing purposes only and will not be deployed for production use. In order to ensure that security updates and configurations do not interfere with IT equipment in production use, the government requires the ability to test a representative system in a controlled laboratory environment. Services and Equipment Information The Government is interested in obtaining information from companies that can provide turn-key design, supply, delivery, site preparation, installation, documentation and training. As a turn-key installation the company will be responsible to supply all personnel and equipment to engineer and design the 3D Printer; perform all necessary site preparation work needed for the 3D Printer; supply, deliver, assemble and install the new 3D Printer; perform calibration for the 3D Printer; supply all appropriate documentation for the 3D Printer; and to train Government personnel in the operation and maintenance of the new 3D Printer. A Budgetary Cost Estimate by respondents is requested with response to this RFI. The Budgetary Cost Estimate should include the costs associated with DRAFT General 3D Printer Information and Services and Equipment Information. As a part of the Budgetary Cost Estimate respondents should take into account any and all costs associated with making the 3D Printer compliant with the IT requirements listed above.
