- This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the following: The interest and capability of large or small businesses able to meet the requirements listed below; Size classification relative to the North American Industry Classification System (NAICS) code 321911 Wood Window and Door Manufacturing for the proposed acquisition. The Department of Veterans Affairs, Network Contracting Office 10 is seeking sources to provide a quantity of fifteen (15) Ligature Resistant Sliding Door Systems (LR-SDS) for the VA Ann Arbor Healthcare System located at 2215 Fuller Road, Ann Arbor, Michigan 48105. Background and Specific Requirements Sources are being sought for Ligature Resistant Sliding Door Systems (LR-SDS) for use in patient rooms of an acute behavioral health care environment. The door systems are used to eliminate the potential of self-harm by patients who would attempt to use the door opening of a swinging door as an anchor point for self-ligature. The LR-SDS is required because it substantially eliminates risk of self-harm to behavioral health patients and significantly exceeds the risk mitigation capabilities offered by competing methods such as over the door alarms installed swinging doors. Instead of monitoring self-ligature attempts with failure prone electronic components the door system eliminates the potential for self- ligature. To date, market research has only indicated one manufacturer of such LR-SDS s Accurate Lock and Hardware, 1 Annie Place, Stamford, CT 06902. Other manufacturer s Ligature Resistant Sliding Door Systems will be considered if they meet the requirements of the VA Office of Construction and Facility Management to eliminate ligature risks in acute behavioral health care environments. The fifteen (15) door systems will each consist of the following: One (1) Accurate Lock and Hardware Model LR-SDS-9503ST-i.US32D.134.WOOD.50.SMOKESEAL/FF One (1) 1-3/4" Thick, Solid Core Wood Door, measuring seven feet zero inches high (7'0" H) and four feet two inches wide (4'2" W) having preparation for Mortise Lock with Vertical Rod and No Hinges. Door preparation shall be in strict accordance with the template provided by Accurate Lock and Hardware and the doors shall be compatible with the LR-SDS specified in line No.1 to create a fully functioning system. The door shall have a smooth, cleanable, impact resistant finish similar in appearance and function to Acrovyn Honey Birch door protective coating. Additional features of the Accurate Lock and Hardware Model # LR-SDS-9503ST-i.US32D.134.WOOD.50.SMOKESEAL/FF include the following: Special Features: Classroom deadlock functionality (with indicator). Smoke Seal used to prevent passage of smoke, required of corridor doors in sleeping occupancies. Fast Frame Kit for minimally invasive installation. Concealed track system hangs a 1-3/4 thick door with minimal surface applied gap without any exposed anchor points or cavities Concealed floor guide keeps door flush against wall Concealed vertical rod bolt locks into track providing privacy with no accessible latch bolt or strike Ligature resistant thumb turn and flush pull Top door edge not accessible as a ligature point Eliminates barricade tactics and using door as a weapon Includes a clutch override feature so staff can gain entry in barricade situations In addition to locking in the closed position, other positions can be added (e.g. locked in open position) Dampened closure allows quiet operation and prevents slamming doors Contributes to a smaller patient room design saving up to 45% of space System withstands abuse and continues to function even after door failure. Strength tested to meet or exceed swinging door specs (ANSI A250.13 (6.1.12). There are two ball bearing blocks, each having a dynamic load capacity of 1240lbs Ligature resistant sliding door systems to be delivered FOB Destination to the VA Ann Arbor Healthcare System. Contractor installation is NOT required. Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and meet the requirements of FAR 19.102. Any contractor that believes they are capable and desires to claim preference for service-disabled veteran-owned small business status or veteran-owned small business status must be registered with the Vendor Information Pages (VIP) at https://www.vip.vetbiz.va.gov as an SDVOSB or VOSB.
