- NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Homeland Security, United States Coast Guard (USCG) Surface Force Logistics Center (SFLC), Baltimore has a requirement to participate in two (2) study groups, Cooperative Research Navies (CRNAV) Dynamic Stability Joint Industry Government Project and Cooperative Research Ships (CRS) Joint Industry Government Project Studies. It is the USCG 's intention to award a sole source four (4) year contract, consisting of a One (1) year base period and three (3) one-year option periods, with an estimated period of performance of January, 2020 through December 2023, Under the authority of authority of 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501 and consistent with the content requirements of FAR 6.303-2. The CRNAV Project originated in 1989 when the Navies of the US, UK, Canada, Netherlands and Australia started cooperative work to augment existing intact stability standards with dynamic effects associated with ship motions in extreme seas. Participation in this project is strictly limited to Navies/Coast Guards with the information proprietary to project participants. US Coast Guard participation began in 1993 and has continued since then. The project has developed the dynamic stability tool FREDYN, which is proprietary exclusively to the participants and not available elsewhere. FREDYN is used to assess the behavior of cutters in severe seas in both intact and flooded stability conditions. It is used to support both legacy cutters and new acquisitions. Since CRNAV membership is restricted to Navy and Coast Guard memberships, and the engineering tools (FREDYN) and research is proprietary, there are no alternatives to sole source. Only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the government. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Marin under the authority of FAR 13.501. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. However, all responses received by the closing date and time of this Notice of Intent will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement
