Transportation Services Pavement Clearance Services Grounds Services Pest Control Services Custodial Services Management & Administration General Information Sources Sought Notice This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for market research purposes. This is a SOURCES SOUGHT NOTICE to identify companies with the capacity, experience, and interest in competing for a Naval Air Station (NAS) Patuxent River (NAS PAX) Facility Support Services (FSS) requirement at several Government installations located in St. Mary’s County, Maryland on the Chesapeake Bay near the mouth of the Patuxent River. The NAS PAX FSS Recurring Work services are summarized as the following: Providing all labor, management, supervision, tools, material, and equipment required to perform custodial services, pest control, maintaining/improving grounds, pavement clearance, and Base Support Vehicles and Equipment services. The facility support services consist of scheduled Custodial Services to ensure the cleanliness of working environments (trash removal, recycling, cleaning kitchenettes, lunch and breakrooms, windows/window treatments, drinking fountains, clean/disinfect restrooms, sweeping/mopping/vacuuming floors, etc.). Pest Control Services includes the prevention and control of unwanted vegetation and invasive plants, Nuisance, structure damaging, lawn, turf and ornamental, and disease vector and health arthropod and invertebrate pests. Grounds Maintenance and Landscaping includes lawn maintenance (mowing and trimming, edging, irrigation systems maintenance), vegetation removal, and debris removal within installation grounds parcels designated as improved, semi-improved and unimproved areas. Pavement Clearance includes sweeping to remove winter abrasives and other debris, improve the appearance of paved areas, improve the safety of paved areas, reduce maintenance costs by keeping the drainage systems clean and, reduce pollutants entering the storm drain system. Transportation Services consists of vehicles and equipment maintenance and repairs, vehicle and equipment operations to include dispatch services, Weight Handling Equipment (WHE) / Material Handling Equipment (MHE), liquid movements, people movements, operator licensing, testing and training, vehicle/equipment inspection and certification, and specified administrative program management. Non-Recurring work (IDIQ) may be ordered using FedMall. The order will specify the exact locations and types of work to be accomplished. The period of performance will be specified in each order. The work is anticipated to be accomplished under a facility support Indefinite-Quantity type contract that emphasizes preventative maintenance with firm-fixed priced Contract Line Item Numbers (CLINs) that are comprised of Recurring Work and Non-Recurring Work Items. The contract term will be for one (1) base period and four (4) option years. Only the Recurring Work portion of the contract will offer a minimum guarantee for the base period. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. Interested sources should not only demonstrate capability in the services described above, but also demonstrate the ability to transition to 100% operational capability within 60 days. This contract will replace services that are a portion of existing Base Operating Support contract(s) with a current annual value of approximately $76 million (Recurring Work) and an estimated value of $14 million (Non-Recurring Work) for the most recent option year. Information about the current contract(s) and the incumbent contractor(s) (e.g., firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The solicitation package is anticipated to be issued in 2019 for potential award in 2020.   The NAICS code is 561210, Facility Support Services.
