Description
REQUEST FOR INFORMATION (RFI) This is a Request for Information (RFI) issued solely for information-gathering and planning purposes. It does not constitute a Request for Proposal (RFP) or Request for Quotation (RFQ) or a promise to issue an RFP or RFQ in the future. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Description. Background: Department of Homeland Security, Federal Protective Service (FPS) is conducting market research to determine if vendors can satisfy this requirement for a cloud-based Computer Aided Dispatch (CAD) capability. The scope of this effort is anticipated to provide a Commercial-Off-The-Shelf (COTS) capability with little to no modifications. FPS has an Azure based cloud and a cloud-based CAD capability will need to interface with FPS systems therein. In support of this market research, FPS is sending this Request for Information (RFI) to gauge the capability of the market to provide this capability. Purpose: The purpose of this RFI is to determine if vendors can satisfy this requirement for a cloud-based CAD capability. FPS will not be answering questions in response to this RFI. Vendors are encouraged to respond to the specific requests below and be included in this critical market research. Request for Information Questions. Scope of Work Information: Q: In your review of the above requirement, please provide a clear and concise technical description of the cloud-based CAD system being utilized within your solution. Q: In your review of the above requirement, please provide examples of commercially recommended applications that are available and able to support a requirement as outlined above. Please include supporting detail that reflects how the commercially recommended application satisfies the requirement and where it might not and how those gaps might be mitigated. Q: In your review of the above requirement, please provide a clear and concise outline of proposed solutions maintenance requirements. Please include supporting detail that reflects how frequently maintenance of the solution may be required and whether or not the solution would experience down time during such maintenance. Q: In your review of the above requirement, please provide a clear and concise outline of the training requirements necessary to appropriately utilize the proposed solution. Q: Please provide a rough order of magnitude (ROM) associated with the solution being offered. The ROM shall be broken out among each phase of the solution offered, for example to include initial associated costs, routine maintenance/upgrade costs and required training costs. Please ensure that the ROM is provided for in $US dollars. Q: In your review of the above requirements which NAICs do you believe such support is best covered by? Please provide additional detail regarding the particular NAICs supplied. Vendor Information: Q: Do you believe your company can provide a solution that supports the full requirement? If so please briefly explain your approach to successfully executing this effort to include detail on the potential use of subcontractors. In this brief explanation please include any relevant efforts that your company recently supported or is currently supporting to include size/scope and agency supported. If subcontractor support is anticipated, please detail the percentage of work supported per vendor. Q: Is your company interested in this requirement? Please provide additional detail regarding your response to this question, specifically whether you are interested in this requirement as a prime contractor, subcontractor etc.? Q: Are you a small business? If so, please supply additional detail regarding any small business preferences. Security Information: Q: In consideration of the technical criteria provided above please provide detail as to what security level the proposed solution would operate at and how the proposed solution would be appropriately safeguarded throughout its full lifecycle. Q: Has your company supported similar efforts where the successful execution required access or use of a DHS system and/or network? Q. Is your business FedRamp certified? Has or does your firm have a contract with DHS? If yes, provide the contract/order number and the contact information for the COR and CO. General Information: Q: Based off of the information provided for in this RFI is there any additional detail that you consider to be of critical importance that you feel will assist the Government in better defining its requirement? Please be sure to include any/all information such as marketing and reference materials as appropriate in support of your response herein. Request for Information Response Instructions. The information provided through this RFI will better assist FPS in refining the necessary scope of work and in considering a strategy that is in the best interest of the Government, the vendor community and will supply a solution that will ensure mission critical success. In submitting a response please include your full company name and address, applicable POC e-mail address and your DUNS. Please ensure that your response addresses, at a minimum, the questions provided for in this RFI. A twenty (20) page limit is set on all responses which will allow for the Government team to review and process the detail provided in a timely manner. In order for FPS to appropriately review/analyze the submitted RFI detail it is respectfully requested that you provide completed RFI responses to Peter.J.Andrews@fps.dhs.gov no later than 11:00 AM EST on November 1, 2019.
