- Sources_Sought_Synopsis_Appendix 1_FC This is modification 5 to the synopsis entitled Facilities Contract Solicitation Number 80JSC019RRFIFC which was posted on May 30, 2019. You are notified that the following changes are made: Sources Sought Synopsis. The due date for responses is Thursday, October 31, 2019, by 5:00 p.m. (CDT). Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Potential Offerors are responsible for downloading their own copy of the solicitation and amendments (if any). SOURCES SOUGHT SYNOPSIS The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Facilities Contract (FC). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210, Facilities Support Services, with a size standard of $38.5 million. Reference the U.S. Small Business Administration's Table of Small Business Size Standards Matched to North American Industry Classification System Codes for Facilities Support Services at https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf. NASA is seeking capabilities from all categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Serving Institutions (MSIs) for the purpose of determining the appropriate level of competition and/or Small Business and HBCU/MSI subcontracting goals for this requirement. This synopsis is for information and planning purposes and there is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred nor will the respondents be notified of the results of the evaluation. If a solicitation is released, it will be synopsized in FedBizOpps. Information regarding this opportunity can be found at https://procurement.jsc.nasa.gov/fac/. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. The major element of the Draft Statement of Work (SOW) may include, but not be limited to the following: - Construction Inspection (Draft SOW Annex 2 - Inspection and Project Support Services) FedBizOpps link to Combined Sources Sought Synopsis (SSS) and Requirements Request For Information (RRFI) Draft SOW Solicitation Number 80JSC019RRFIFC: https://www.fbo.gov/index?s=opportunity&mode=form&id=56d334628c60338b3720f9a4c84c32cd&tab=core&_cview=0 The Contractor, as a company, must have a minimum of 10-years' experience in Project Management, Quality Assurance and Inspection of Commercial Construction of Facilities (CoF) level (>$1M) projects. Work experience on Residential projects shall not be considered. Construction Management Representative (CMR's) and Inspection personnel must have at least five (5) years' experience in their respective areas of expertise and possess the following minimum knowledge, skills, and capabilities: - Ability to communicate effectively, orally and in writing. - Experience in preparing correspondence and maintaining official construction site records. - Experience in conducting meetings to resolve problems on construction projects and briefing clients and management personnel on the resolution. - In-depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methods. - In-depth experience in interpreting construction drawings and specifications on construction projects. - Experience in making materials take-offs for construction work and pricing the value of needed work along with the ability to accurately calculate construction costs for changes. - Ability and experience in the inspection of materials, workmanship, and construction and installation of various systems (such as fire alarm systems) within the inspector's area of expertise. - Knowledge of safety practices in the construction industry, including a background of familiarity with OSHA safety requirements on construction projects. The Contractor must have extensive experience utilizing SpecsIntact, following Federal Acquisition Regulations (FAR), managing Leadership in Energy and Environmental Design (LEED) Services construction projects, providing Total Building Commissioning Services, reviewing construction documents for functionality, and redlining drawings for field changes. CoF workload is dependent on the funding received from NASA Headquarters. Workload is not guaranteed. Historically, there have been workload fluctuations, which had extended months without work, above the $1M threshold. Even though there may be a variance in workload, the Contractor must retain readily available staffing who are familiar with JSC's standards, policies and infrastructures during fluctuations in workload. If your organization has the potential capacity to perform the contract services listed above, please provide the following information to the best of your ability. Partial responses are also accepted. 1) Organization name, address, email address, Web site address, telephone number, DUNS number, and size and type (large, small, women-owned...) of ownership for the organization, and the number of years in business. 2) Discuss your company's ability to perform the services listed above, including how your company will handle the retention and hiring procedures for IDIQ staff that allows the Contractor to respond rapidly to fluctuating workloads while still retaining critical knowledge of JSC specific procedures and idiosyncrasies of site facilities and equipment. 3) If subcontracting or joint venture is anticipated in order to deliver technical capability, organizations should address the anticipated administrative and management structure of such arrangements (if this information is known at this time). Also address what elements of work would be performed by the prime or joint venture and which elements would be performed by subcontractors. The Government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) determine whether to conduct a competition with full and open competition or through a small business set-aside. To assess the market capacity, the Government will review potential offeror's past performance with respect to this type of work (Complete the "Relevant Past Performance Template" provided in APPENDIX 1); and experience providing services under a performance based service acquisition contract. If the Government issues a Request for Proposal (RFP), the Government reserves the right to restrict the procurement to small businesses.
